Germany Partners with Kenya to Recruit Skilled Workers, Easing Labor Shortages

German and Kenyan officials signed an agreement in Berlin to address labour shortages and facilitate the return of Kenyans without residency rights. The agreement was formalised during Kenyan President William Ruto's visit to Germany, where he met with German Chancellor Olaf Scholz.

Germany-Kenya Skilled Worker Pact

Scholz emphasised the significance of this agreement, stating it represents a collaborative effort between Germany and Kenya on migration issues. "This can help us to compensate for a shortage of skilled workers," Scholz noted, highlighting Germany's ongoing struggle with labour shortages that are expected to persist for years.

Addressing Labour Shortages

Germany has been seeking skilled workers from outside the European Union for years. Experts estimate that the country needs around 400,000 skilled immigrants annually due to its ageing workforce. Scholz remarked, "Germany is already feeling the impact of such a labour shortage and that it 'will be with us for years and decades to come'."

The agreement also includes provisions for the repatriation of Kenyans who do not have or cannot obtain the right to stay in Germany. Scholz explained, "On the other side of the coin, so to speak, the agreement provides for effective return procedures for those who have come to us from Kenya but do not have or cannot acquire the right to stay here. They can now return home more easily and quickly."

Mutual Benefits

President Ruto highlighted the mutual benefits of the agreement, noting that it combines the potential of educated young Kenyans with German technology and resources. This collaboration aims to address Germany's need for skilled workers while providing opportunities for Kenyan professionals.

The signing ceremony took place at the chancellery in Berlin, with German Interior Minister Nancy Faeser and Kenya's Prime Cabinet Secretary Musalia Mudavadi signing the agreement. Scholz and Ruto were present during the ceremony.

Germany has previously signed similar agreements with India, Georgia, and Morocco. According to the German news agency dpa, another agreement will be signed with Uzbekistan during Scholz's upcoming visit there.

Political Context

Scholz's coalition government faces challenges from the far-right, anti-immigration Alternative for Germany (AfD) party. The AfD performed well in recent state elections in eastern Germany, with another election scheduled for September 22 in Brandenburg.

The agreement marks a significant step in addressing Germany's labour market needs while ensuring effective return procedures for those without residency rights. It reflects a broader effort by Germany to attract skilled workers from outside the European Union.

The collaboration between Germany and Kenya aims to create opportunities for both countries, leveraging Kenya's educated workforce and Germany's technological resources. This partnership is expected to benefit both nations in addressing their respective challenges.
