French Authorities Charge Telegram CEO Pavel Durov with Alleged Criminal Activity

French authorities have charged Telegram CEO Pavel Durov for allegedly allowing criminal activities on his messaging app. Durov, who was detained at Le Bourget airport near Paris, has been barred from leaving France and must report to a police station twice weekly. He was released after four days of questioning and ordered to pay 5 million euros in bail.

Durov faces accusations that Telegram is used for child sexual abuse material and drug trafficking. Additionally, the platform allegedly refused to share information with investigators when required by law. The charges have sparked outrage in Russia, with officials calling the arrest politically motivated and highlighting perceived double standards on freedom of speech.

French President Emmanuel Macron stated that Durov's arrest is part of an independent investigation, not a political move. Macron emphasised that France is committed to freedom of expression within a legal framework to protect citizens' rights. He posted on X, "Freedoms are upheld within a legal framework, both on social media and in real life, to protect citizens and respect their fundamental rights."

International Reactions

The UAE Foreign Ministry is closely monitoring the case and has requested France provide Durov with necessary consular services urgently. Kremlin spokesman Dmitry Peskov expressed hope that Durov would have all opportunities for legal defence, adding that Moscow is ready to assist him as a Russian citizen. However, Peskov noted the complication due to Durov's French citizenship.

In Iran, where Telegram remains popular despite an official ban, Ayatollah Ali Khamenei commented on the arrest. He praised France for being strict against those who violate internet governance. This reaction comes amid ongoing protests challenging Iran's Shiite theocracy.

Telegram's Response

Telegram issued a statement asserting its compliance with EU laws and industry standards. The platform stated, "It is absurd to claim that a platform or its owner are responsible for abuse of that platform." Telegram highlighted its global user base of nearly a billion people and expressed hope for a prompt resolution.

Durov founded Telegram with his brother after facing pressure from Russian authorities. In 2013, he sold his stake in VKontakte, a social networking site he launched in 2006. The sale followed demands from Russian authorities to remove opposition activists' online communities and hand over user data related to the 2013-2014 Ukrainian uprising.

Western governments have criticised Telegram for insufficient content moderation, which experts say allows for money laundering, drug trafficking, and sharing material linked to child exploitation. In 2022, Germany fined Telegram operators $5 million for failing to establish a lawful way to report illegal content or name an entity in Germany for official communication.

Telegram continues to be a vital source of news in Ukraine, where media outlets and officials use it to share war updates and missile alerts. The platform's pro-privacy stance has made it popular among Russians seeking secure communication channels amid government crackdowns on digital spaces.

Durov's arrest has drawn significant international attention due to his multiple citizenships in Russia, France, the UAE, and St Kitts and Nevis. The case highlights ongoing tensions between privacy advocates and regulatory authorities worldwide.
