France and United States Collaborate on 21-Day Ceasefire Proposal for Israel-Hezbollah Conflict

France and the United States are collaborating on a 21-day ceasefire proposal aimed at facilitating negotiations in the ongoing conflict between Israel and Hezbollah in Lebanon. French Foreign Minister Jean-Noël Barrot announced this plan at the UN Security Council, urging both parties to accept it promptly. The proposal is expected to be unveiled soon.

Ceasefire Proposal for Israel-Hezbollah Conflict

President Joe Biden has expressed concerns that the conflict between Israel and Hezbollah could escalate into a full-scale war. His administration is actively working behind the scenes to promote a temporary ceasefire, hoping to de-escalate tensions that have resulted in over 600 deaths in Lebanon recently. Secretary of State Antony Blinken highlighted the US's efforts with various partners to achieve a ceasefire agreement, which would benefit all involved parties.

Efforts for Ceasefire and Regional Stability

Biden's national security adviser Jake Sullivan, along with senior advisers Brett McGurk and Amos Hochstein, have been engaging with Middle East allies in New York. They have also been in contact with Israeli officials regarding the proposal. McGurk and Hochstein have been key figures in discussions with Israel and Lebanon since the October 7 attack on Israel by Hamas.

An Israeli official indicated that Prime Minister Netanyahu is open to pursuing a potential deal, provided it includes the return of Israeli civilians to their homes. A Lebanese official described these diplomatic efforts as "very serious," suggesting that a four-week ceasefire might be part of the agreement if reached.

Challenges and Diplomatic Efforts

Hezbollah insists it will not cease fire until there is a truce in Gaza. The Lebanese official mentioned that Lebanon does not support separating the fronts in Palestinian territory and Lebanon but did not elaborate on how Gaza might be addressed in the proposal. Biden warned on ABC's "The View" about the possibility of an all-out war but also saw an opportunity for a settlement that could transform the region.

The US has been attempting to broker a ceasefire in Gaza for months, aiming to release hostages held by Hamas. Meanwhile, additional sanctions were imposed by the US on Wednesday targeting entities involved in illicit Iranian petroleum shipments benefiting Iran's Revolutionary Guard and Hezbollah financially.

Military Preparations and Diplomatic Push

Israel's army chief announced preparations for a potential ground operation in Lebanon as Hezbollah launched numerous projectiles into Israel, including one aimed at Tel Aviv. Blinken has been advocating for both Israel and Hezbollah to de-escalate their conflict, emphasizing that war is not a solution for returning people to their homes along the Israel-Lebanon border.

"It would be through a diplomatic agreement that has forces pulled back from the border, create a secure environment, people return home," Blinken told NBC News. "That's what we're driving toward because while there's a very legitimate issue here, we don't think that war is the solution."

A special UN Security Council meeting on Lebanon has been convened by France for later Wednesday, where the US proposal may be discussed further.
