FBI Intelligence Shortcomings Before Capitol Riot Revealed in New Watchdog Report

The FBI's efforts to gather intelligence before the Capitol riot on January 6, 2021, were insufficient, despite some preparations for potential violence, according to a report by the Justice Department's inspector general. The report clarifies that no undercover FBI agents were present during the riot, nor were any informants authorised to participate. This finding counters a conspiracy theory suggesting the FBI instigated the events that day.

The report was released nearly four years after the incident, which significantly impacted American democracy. It addresses lingering questions about possible intelligence failures and whether anyone in the crowd acted under FBI direction. This investigation adds to previous congressional inquiries and legal actions related to that day.

Intelligence Gathering and Informant Presence

The review revealed that 26 FBI informants were in Washington for election-related protests on January 6. Of these, three entered either the Capitol building or restricted areas outside. However, none were authorised by the FBI to do so or to engage in illegal activities or incite others.

Despite taking steps to prepare for January 6 events, the FBI did not thoroughly search its 56 field offices nationwide for relevant intelligence. This oversight is highlighted in the inspector general's report.

Warnings and Communication

The investigation began shortly after the riot when it was discovered that a January 5 bulletin from the FBI's Norfolk, Virginia office warned of potential "war" at the Capitol. The former head of the FBI's Washington office stated that this warning was shared with other law enforcement agencies via a joint terrorism task force.

However, Capitol Police leaders claimed they were unaware of this document at the time and insisted they had no specific intelligence indicating a large-scale attack was imminent. FBI Director Chris Wray defended his agency's handling of the intelligence report, stating it was communicated through multiple channels.

Conspiracy Theories and Political Reactions

A conspiracy theory suggesting federal law enforcement officers entrapped rioters has circulated among conservatives, including some Republican lawmakers. Rep. Clay Higgins suggested agents posing as Trump supporters incited violence. Former Rep. Matt Gaetz questioned how many informants were present and their roles during the riot.

During a congressional hearing last year, Wray declined to specify how many people involved in the riot had contact with the FBI. He dismissed claims that the violence was orchestrated by FBI sources as "ludicrous".

Testimonies and Legal Proceedings

An FBI informant testified last year at former Proud Boys leader Enrique Tarrio's trial about marching with fellow group members to the Capitol. The informant communicated with his handler as Trump supporters stormed the building but wasn't part of any Telegram chats used by Proud Boys to plan violence before January 6.
