This compliance marks a breakthrough in the regulatory approval process as Starlink seeks to provide satellite broadband services across the country.

Compliance with Data Localisation Rules

A crucial requirement from India's Department of Telecommunications (DoT) mandates that satellite communications firms like Starlink must store all data locally within India. Starlink's commitment to meeting this stipulation addresses a significant concern that has stalled its application since 2022.

Additionally, the company will need to show mechanisms by which Indian intelligence agencies can intercept data when necessary, as reported by Hindustan Times.

Path to License Approval and Next Steps

Starlink's journey to launch services in India involves obtaining a Global Mobile Personal Communication by Satellite Services (GMPCS) license, which is essential before applying for a trial spectrum license. The process is expected to progress further following approvals from the Indian National Space Promotion and Authorization Centre (IN-SPACe), India's space regulator, as reported.

The final go-ahead, however, awaits the establishment of pricing guidelines and spectrum allocation policies. These will be defined after the Telecom Regulatory Authority of India (TRAI) issues recommendations, expected by December.

Starlink vs. Telecom Giants: A Push for Fair Play

The introduction of Starlink and Amazon's Project Kuiper into India's satellite broadband landscape has sparked concerns among established telecom providers like Reliance Jio, Bharti Airtel, and Vodafone Idea. These companies argue that satellite operators should participate in spectrum auctions, as telcos do, to ensure a level playing field, as per media reports.

Starlink, however, maintains that satellite communications and terrestrial telecom services are fundamentally different and should not be directly compared. They also argue that much like the 5G spectrum is shared among telecom operators, satellite spectrum allocation could be managed administratively.

Growing Support from the U.S.

In a related development, newly re-elected U.S. President Donald Trump has indicated a potential role for Musk in his administration, with Musk actively supporting Trump's campaign efforts. This endorsement may further bolster Starlink's influence on the international stage, potentially aiding its entry into challenging markets like India.

With Starlink's commitment to data security in line with Indian regulations, the stage is set for the satellite company to move closer to launching its services in the Indian market.
