EAM S Jaishankar’s Key Address At SCO Meeting: Find Out What He Said On Terrorism

At the 23rd Council of Heads of Government (CHG) meeting of the Shanghai Cooperation Organization (SCO) held in Islamabad, External Affairs Minister S Jaishankar delivered a powerful address.

Highlighting India's commitment to SCO's charter amid a turbulent global landscape, Jaishankar underscored issues like terrorism, regional cooperation, and the importance of economic integration, while indirectly addressing Pakistan.

Global Disruptions and SCO's Role

Jaishankar began by acknowledging the global challenges that have impacted growth and development. He pointed out the SCO's objective to build mutual trust, foster good neighbourly relations, and promote multi-faceted regional cooperation. Referring to the SCO's charter, he emphasised the need for balanced growth, integration, and conflict prevention across the member states.

"We meet at a difficult time in world affairs. Two major conflicts are underway, each with its own global repercussions," Jaishankar remarked, alluding to the significant political and economic disruptions. He noted that these disruptions-from the COVID-19 pandemic to climate change and supply chain uncertainties-affecting the developing world, require a united SCO to effectively respond.

Countering Terrorism, Extremism, and Separatism

In his address, Jaishankar reiterated the three primary challenges highlighted by the SCO charter: terrorism, separatism, and extremism. Without naming Pakistan, he cautioned that trade and development require peace and stability, asserting that terrorism, extremism, and separatism across borders prevent economic growth and hamper regional progress.

"It is axiomatic that development and growth require peace and stability," he said, noting that SCO countries must remain uncompromising in countering these threats. In a veiled reference to Pakistan, he emphasised that cross-border terrorism and trade cannot coexist, as such activities disrupt trade, energy flows, connectivity, and people-to-people exchanges.

Acknowledging Globalisation and Multipolarity

Jaishankar further spoke about the undeniable realities of globalisation and rebalancing, observing that they have opened new opportunities for trade, connectivity, investment, and energy flows. He expressed that the SCO region stands to benefit greatly if member states reaffirm their commitment to integration and cooperation, which could inspire other regions as well.

"It is only when we reaffirm our commitment most sincerely to the Charter that we can fully realise the benefits of cooperation and integration," he said. He noted the changing dynamics of globalisation and multipolarity, pointing out that regional collaboration within the SCO could serve as a model for other areas.

Industrial Cooperation and Economic Growth

Calling for deeper economic cooperation, Jaishankar encouraged industrial cooperation among SCO members to enhance competitiveness and expand labour markets. Emphasising the potential for collaborative connectivity, he highlighted that such efforts could transform the logistics and energy sectors, benefiting SCO countries economically.

He added, "Industrial cooperation can enhance competitiveness and expand labour markets. MSME collaboration has positive implications for employment...Our collective endeavours can expand resources and encourage investment flows."

Throughout his address, Jaishankar remained focused on upholding the SCO's principles of peace, stability, and mutual growth. Stressing the need for unwavering commitment to the organisation's objectives, he concluded by reiterating India's dedication to a peaceful and prosperous region.
