Stalled Progress: Disparities in Expectations

The draft deal released after 11 days of negotiations revealed significant differences in the expectations of developed and developing nations. Developed countries, such as the US, Australia, New Zealand, Japan, and the European Union, are pushing for an agreement to phase out all fossil fuels, recognizing them as the root cause of the climate crisis. However, many countries in the Global South are resisting this proposal, emphasizing the need for public finance and technological support to facilitate a just and equitable transition to renewable energy sources.

The Roadblock of Implementation

Until recently, the Dubai climate conference seemed poised to achieve a phase-out of fossil fuels. However, progress has stalled as developed countries have failed to provide adequate means of implementation, particularly in terms of finance and technology. Observers emphasize the importance of securing an ambitious agreement, as countries will announce their new action plans next year to limit global warming to 1.5 degrees Celsius.

Financial Support: A Key Demand

A negotiator from the Global South stressed that raising ambition requires substantial financial support, potentially reaching trillions of dollars. The draft deal presented eight options to reduce greenhouse gas emissions, including a just and equitable reduction in both consumption and production of fossil fuels to achieve net-zero emissions by or around 2050. While the text included stringent language regarding coal, it omitted any mention of oil and gas.

India's Concerns and Coal Dependency

India, heavily reliant on coal for power generation, has expressed strong concerns about the targeting of coal in the draft document. The country aims to add 17 gigawatts of coal-based power generation capacity in the coming years. India, along with China and other developing nations, has called for a revision of the relevant paragraph in the draft and emphasized the principles of equity, common but differentiated responsibilities, and respective capabilities.
