Cook Islands Unveils Details of China Deal, Provoking Diplomatic Tensions with New Zealand

The Cook Islands recently disclosed a cooperation agreement with China, focusing on seabed mineral mining. This move sparked diplomatic tensions with New Zealand, the nation's main supporter, and led to protests domestically. Analysts view this as a win for China's influence in the Pacific and a setback for Western efforts to counterbalance it. Unlike other agreements China has made in the region, this one does not include joint security measures.

Cook Islands Details China Deal Amid Tensions

Prime Minister Mark Brown of the Cook Islands signed the agreement during a visit to Beijing. However, details about the partnership, such as financial commitments from China, remain sparse. The Cook Islands, with a population of 15,000 and reliant on tourism, is self-governing but maintains close ties with New Zealand, which provides significant development aid.

New Zealand's Concerns

New Zealand Foreign Minister Winston Peters expressed caution regarding the deal. A spokesperson stated that the government would review the agreement before making any comments and urged Brown to disclose any additional agreements he signed. "Consultation and transparency must lie at the heart of the New Zealand-Cook Islands relationship," said the spokesperson.

The refusal by Brown to share the agreement's text with New Zealand officials before his trip drew criticism from Wellington. Approximately 400 people protested at the Cook Islands parliament in Avarua upon Brown's return from China. Protesters carried signs urging continued ties with New Zealand.

China's Growing Influence

China's engagement in the Pacific has intensified as island nations shift diplomatic recognition from Taiwan to Beijing. This trend leaves Taiwan with fewer allies and often results in bilateral agreements promising cooperation. Australia and New Zealand, major donors in the region, have security concerns about these developments.

Some agreements between China and Pacific nations, like those with Solomon Islands and Kiribati, remain undisclosed. Analyst Mihai Sora noted that publicizing this particular deal highlights China's diplomatic success in strengthening ties with the Cook Islands.

Cook Islands' Strategic Moves

The strategic partnership document released by Brown outlines increased Chinese funding for infrastructure and educational scholarships. In return, Cook Islands will support China's preferential treatment at regional Pacific meetings. Brown emphasized that this deal complements existing relationships with New Zealand and Australia rather than replacing them.

Sora commented that leaders of small island nations who believe they can navigate China's policies may either have hidden resources or overestimate their ability to remain uncompromised. This situation marks New Zealand's second Pacific dispute within a month.

In January, New Zealand announced a review of development funding for Kiribati after Peters' office claimed he was snubbed by Kiribati's president ahead of a planned visit. Kiribati has grown closer to China since cutting ties with Taiwan in 2019.
