President Xi Unveils New Cyber Warfare Wing In Chinese Military

Chinese President Xi Jinping has officially inaugurated the Information Support Force (ISF), a novel strategic division within the People's Liberation Army (PLA), marking a significant evolution in the military capabilities of the world's largest armed forces. This development, announced on Friday, underscores China's commitment to enhancing its military prowess through advanced information and cyber warfare capabilities. The ISF is set to play a pivotal role in modern warfare, acting as a crucial pillar in the integration and application of network information systems.

The establishment of the ISF represents a strategic move by the Chinese military, evolving from the Strategic Support Force (SSF) created in 2015. The SSF was initially formed to address space, cyber, political, and electronic warfare, aiming to equip China to engage in what has been termed "informationised wars." With the introduction of the ISF, the leadership and organizational structures of both the PLA Space Force and the PLA Cyberspace Force have been redefined, highlighting China's intent to streamline its military operations in these critical areas.

During the ISF's inauguration ceremony in Beijing, Xi Jinping emphasized the force's integral role in bolstering the PLA's capabilities in high-quality development and competitiveness in contemporary warfare. The Chinese leader's vision for the ISF includes a focus on leveraging information assets to support combat operations, ensuring information security, and fostering innovation within the military's network information system. Xi's directives reflect a broader strategy to modernize China's national defense and enhance its armed forces' efficiency and effectiveness in fulfilling their missions in the new era.

Senior Colonel Wu Qian, a spokesperson for the Defence Ministry, later elaborated on the restructuring within the PLA. The military now comprises four main services: the Ground Force, Navy, Air Force, and Rocket Force, alongside several sub-branches including the newly established ISF. Wu highlighted the significance of developing forces like the Space Force and Cyberspace Force, emphasizing China's commitment to peaceful space exploration and maintaining cybersecurity as a means to protect national sovereignty and information security.

Xi Jinping's overhaul of China's military since assuming power in 2012 has been profound. By reducing troop numbers by three hundred thousand and revamping command structures, Xi has demonstrated a clear focus on enhancing military readiness through constant training and real wartime exercises. The creation of the ISF further exemplifies China's strategic approach to military modernization, aiming to maintain a competitive edge in modern warfare through technological innovation and strategic foresight.

The announcement also serves as a confirmation of China's Space Force and Cyberspace Force's existence, entities that are expected to play vital roles in securing China's interests in outer space and cyberspace respectively. As global challenges related to cybersecurity continue to escalate, China positions itself as ready to cooperate with other nations committed to peaceful space utilization and enhancing collective security in cyberspace.

In his address, Xi Jinping underscored the importance of absolute loyalty to the Communist Party from the newly formed ISF, reinforcing the party's overarching control over China's military strategy and operations. This directive aligns with Xi's broader military strategy that prioritizes party loyalty alongside operational effectiveness and technological advancement.

The establishment of the Information Support Force marks a significant milestone in China's military evolution, reflecting its strategic priorities in an increasingly digitalized battlefield. As China continues to expand its military capabilities through entities like the ISF, it underscores its ambition to not only protect national security but also assert its technological prowess on a global scale.
