Biden Commends US, South Korea, and Japan Cooperation Amid North Korea Military Concerns

US President Joe Biden recently commended the collaboration between South Korea, Japan, and the US in addressing North Korea's concerning alliance with Russia. During a meeting in Peru with South Korean President Yoon Suk Yeol and Japanese Prime Minister Shigeru Ishiba, Biden highlighted the importance of their joint efforts. The discussions took place against the backdrop of North Korea's increasing military ties with Russia and its frequent ballistic missile tests.

Biden Praises US-South Korea-Japan Cooperation

The meeting occurred during the Asia-Pacific Economic Cooperation summit in Peru. North Korea has reportedly deployed thousands of troops to Russia to assist Moscow in reclaiming land in the Kursk region, previously captured by Ukraine. "I'm proud of how far we've come," Biden stated. "Whatever the issue, we've taken it on together." This cooperation is crucial as North Korea continues to develop capabilities to target the US mainland.

North Korea's Military Actions

North Korean leader Kim Jong Un has ordered several ballistic missile tests leading up to the US elections. White House officials are wary of potential provocations from Pyongyang before President-elect Donald Trump's inauguration. "I do not think we can count on a period of quiet with the DPRK," said Jake Sullivan, White House national security adviser. He noted that transitions between presidents have historically been periods of increased North Korean activity.

Biden's visit to Latin America includes attending major international summits, such as APEC and a G20 meeting in Brazil. World leaders are expected to question him about the implications of Trump's return to power. During an informal APEC meeting, Biden interacted with leaders from Thailand and Vietnam and later met with Peru President Dina Boluarte.

Trilateral Discussions

Before the trilateral meeting, Biden and Ishiba held a one-on-one discussion, marking their first face-to-face encounter since Ishiba assumed office on October 1. The leaders had previously spoken over the phone shortly after Ishiba's appointment. The focus was on North Korea's troop deployment to Russia and ensuring coordinated actions among the three nations.

The introduction of North Korean soldiers into the Russia-Ukraine conflict coincides with Moscow gaining momentum in its ongoing war with Ukraine. Trump has suggested that Ukraine might need to concede some territory seized by Russia to resolve the conflict. Reports indicate that up to 12,000 North Korean troops have been sent to Russia.

Military and Security Concerns

Intelligence from the US and South Korea suggests that North Korea has supplied Russia with significant munitions. South Korea's spy agency reported that since August 2023, North Korea has shipped over 13,000 containers of artillery and other arms to Russia. This move aims to replenish Russia's dwindling weapon supplies.

This meeting marks Biden and Ishiba's first direct engagement since Ishiba replaced Fumio Kishida as Japan's Prime Minister. Ishiba plans to pursue a military buildup strategy initiated by his predecessor, which includes acquiring long-range cruise missiles for counterstrike capabilities.

Strengthening Alliances

The trilateral talks build on a partnership established at a historic 2023 meeting at Camp David between Biden, Yoon, and Kishida. Biden encouraged Japan and South Korea to overcome historical tensions and enhance economic and security ties amid threats from North Korea and China's military assertiveness in the Pacific.

The three countries agreed to consult, share information, and align their messaging during crises or threats. Sullivan emphasized that this cooperation is intended as a lasting aspect of American policy, supported by both political parties.

Yoon and Ishiba have already reached out to Trump, aiming for stable relations with his administration amidst rising tensions. South Korea's presidential office announced Yoon would also meet Chinese leader Xi Jinping to discuss economic cooperation and security issues on the Korean Peninsula.

Just hours before Election Day in the US, North Korea launched short-range ballistic missiles into the sea. These launches followed Kim Jong Un overseeing a test flight of an intercontinental ballistic missile capable of reaching the US mainland. In response, the US conducted a trilateral drill involving a B-1B bomber with South Korea and Japan.
