Biden Administration Moves to Lift Cuba's Terrorism Designation to Secure Release of Political Prisoners

The Biden administration has informed Congress of its plan to remove Cuba from the list of state sponsors of terrorism. This decision is part of an agreement, facilitated by the Catholic Church, to release political prisoners in Cuba. Senior US officials, speaking anonymously, indicated that many prisoners deemed unjustly detained by the US would be freed by January 20, when Biden's term ends.

Biden Lifts Cubas Terrorism Designation for Prisoners

Economic pressures on Cuba will also be eased, reversing a 2017 memorandum by then-President Donald Trump that had toughened the US stance towards the island. The decision is expected to be overturned soon after Trump, now president-elect, takes office. Marco Rubio, nominated as Secretary of State, is likely to reverse this action.

US-Cuba Relations and Political Dynamics

Rubio's family fled Cuba in the 1950s before Fidel Castro's communist revolution. He has consistently supported sanctions against Cuba. Rubio will address his Cuban heritage during his Senate Foreign Relations Committee confirmation hearing on Wednesday. His stance aligns with Trump's policies towards Cuba.

In Trump's final days of his first term, on January 11, 2021, he reinstated Cuba's designation as a state sponsor of terrorism. This reversed the rapprochement efforts made during Barack Obama's presidency. The Trump administration cited Cuba's support for Venezuela's leader Nicolas Maduro and refusal to extradite Colombian rebels as reasons for the designation.

Reactions and Future Implications

Human rights groups and activists have urged Biden to lift the designation. The US Conference of Catholic Bishops is among those advocating for this change. Congress and the incoming Trump administration can review and potentially reverse Biden's actions. However, senior officials claim there is no credible evidence of Cuba supporting international terrorism currently.

There has been no immediate response from Trump's transition team or Rubio's office. However, Texas Senator Ted Cruz criticized Biden's decision. "Today's decision is unacceptable on its merits," Cruz stated. "The terrorism advanced by the Cuban regime has not ceased." He vowed to work with Trump and colleagues to reverse this decision swiftly.

This development marks a significant shift in US-Cuba relations under Biden's administration. It reflects ongoing debates over foreign policy approaches towards nations with contentious histories with the US.
