Biden Permits Ukraine Limited Use of US Arms for Defense Against Russia
President Joe Biden has authorized Ukraine to use American weaponry to defend Kharkiv by striking inside Russia, according to anonymous US officials. However, it is important to note that the US policy remains unchanged, urging Ukraine not to use American-provided long-range missiles and other munitions offensively against Russia. This decision comes as Ukrainian officials have been calling on the US administration to allow its forces to defend themselves against attacks originating from Russian territory. The news was first reported by Politico.US Secretary of State Antony Blinken criticized Russian attempts to spread misinformation and sow discord in democracies. He hinted that the Biden administration may soon permit Ukraine to use American-supplied munitions to strike inside Russia. Blinken joined NATO foreign ministers in Prague, where he signed an agreement with the Czech government to combat misinformation and disinformation. He also visited a Czech military base and received a briefing on the Czech initiative to supply Ukraine with a million rounds of ammunition by the end of the year.Blinken emphasized the importance of countering misinformation and disinformation injected into democracies by adversaries. He stated that the agreement with the Czechs would enhance efforts to expose and deal with this poison. Czech Foreign Minister Jan Lipavsky agreed, highlighting that Czech authorities had recently uncovered a major Russian-backed misinformation campaign. Lipavsky stressed that democracies are facing confrontation with autocracies, as the Kremlin targets democracies worldwide with cyber warfare, propaganda, and influence operations. At a separate NATO-related event, Lipavsky expressed support for Ukraine's right under international law to attack Russia inside its territory as part of defending its own territory. He argued that Ukraine needs resources to counter Russia's relentless assault and must have credible capabilities to fight against Russia's invasion even on Russian territory. Norwegian Foreign Minister Espen Barth Eide echoed this sentiment, stating that Ukraine has the right to attack Russia inside its territory. The invasion of Ukraine by Russia and support for Ukrainian efforts to repel it will be a major focus of the NATO foreign minister meetings. This gathering is the alliance's last major diplomatic event before a leaders' summit in Washington in July to commemorate the 75th anniversary of NATO's founding.Secretary Blinken stated that US policy on how Ukraine deploys American weapons is constantly evolving. While there is no formal ban, US officials have long cautioned against using American weapons to attack targets inside Russia due to the potential for an escalatory response from Moscow. However, this position is being reconsidered, and Blinken emphasized that the Biden administration is willing to adapt and adjust as needed. During his visit to Kyiv, Ukrainian President Volodymyr Zelenskyy directly appealed to Blinken for US military assistance to strike positions in Russia from where attacks on Ukraine originate.French President Emmanuel Macron and NATO chief Jens Stoltenberg also expressed support for Ukraine's right to strike inside Russia for self-defense. Stoltenberg reiterated this position, emphasizing that Ukraine should have the ability to defend itself and strike legitimate military targets outside its territory. The situation between Ukraine and Russia remains tense, with ongoing discussions and considerations regarding Ukraine's ability to defend itself. The Biden administration continues to evaluate and adapt its stance on providing military assistance to Ukraine based on changing conditions and the evolving battlefield. The focus remains on ensuring that Ukraine can effectively defend itself while avoiding unnecessary escalation.
