Biden's Top Adviser in Talks with Qatar on Israel-Hamas Cease-Fire

On Tuesday, President Joe Biden's top Middle East adviser engaged in discussions in Doha with senior Qatari leaders. The talks focused on efforts to finalise a cease-fire and hostage deal between Israel and Hamas. Additionally, Qatar's prime minister met with Iran's president this week, according to a US official.

Biden Adviser Talks Israel-Hamas Deal

The White House senior adviser, Brett McGurk, held talks with Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani and Foreign Affairs Minister Mohammed bin Abdulrahman Al Thani. These discussions followed the prime minister's Monday visit to Tehran to meet with Iran's President Masoud Pezeshkian.

Cease-Fire Negotiations Shift to Doha

Cease-fire negotiations aimed at achieving at least a temporary pause in the conflict between Israel and Hamas have moved to Doha this week after several days of intense discussions in Cairo. A round of high-level talks concluded on Sunday without a final agreement, but lower-level discussions continued on Monday to address remaining issues.

These working-group level talks are expected to resume on Wednesday in Doha. It remains unclear why the location shifted from Cairo or if this change will affect the negotiations. An Israeli official confirmed that an Israeli delegation will travel to Doha on Wednesday.

Escalating Tensions Between Israel and Iran

Tensions have been rising between Israel and Iran, along with militant groups backed by Tehran, such as Hamas, Hezbollah, and the Houthis. Iran has vowed retaliation against Israel for last month's assassination of Hamas political leader Ismail Haniyeh in Iran.

Iran's supreme leader Ayatollah Ali Khamenei expressed openness on Tuesday to renewing negotiations with the United States over Iran's rapidly advancing nuclear programme. He told his civilian government there was "no harm" in engaging with its "enemy."

Indirect Talks and Nuclear Deal Efforts

The timing of Khamenei's remarks came just one day after the newly elected Iranian president's visit. In recent years, there have been indirect talks between Iran and the US mediated by Oman and Qatar. These countries act as intermediaries for the United States in Middle East affairs concerning Iran.

Earlier in his presidency, Biden urged Iran to return to compliance with the 2015 nuclear deal brokered by the Obama administration. However, former President Donald Trump scrapped the deal in 2018. Since then, Iran has abandoned limits set by the agreement and is enriching uranium up to 60% purity, nearing weapons-grade levels of 90%.

Impact of Recent Events

Following the October 7 attack on Israel by Iran-backed Hamas, the US administration has paused efforts to revive the nuclear agreement. The new Iranian president, Masoud Pezeshkian, who ran as a reformist within Iran's Shiite theocracy, was elected last month after President Ebrahim Raisi died in a helicopter crash in May.

Pezeshkian is closely aligned with former Foreign Minister Mohammad Javad Zarif. Zarif played a key role in reaching Iran's 2015 nuclear deal with world powers that resulted in sanctions being lifted in exchange for significant restrictions on Iran's atomic programme.

A US official confirmed that McGurk met with Qatari officials and discussed these critical issues. The official spoke on condition of anonymity due to the sensitive nature of the talks.

The ongoing negotiations and shifting dynamics highlight the complex geopolitical landscape in the Middle East. As efforts continue to bridge gaps and reach agreements, stakeholders remain cautiously optimistic about potential outcomes.
