World Bank Supports Odisha with Funds for Enhanced Disaster Response and Social Protection Systems

The World Bank will fund the Odisha government’s efforts to enhance its disaster management capabilities and expand social protection coverage. The World Bank has pledged to provide financial assistance to the government of Odisha, India, in an effort to bolster its early warning systems for natural disasters and expand social protection coverage for impoverished and vulnerable households via digital platforms. This decision was announced in an official statement released on Thursday.

A meeting took place on Wednesday between representatives from the Odisha government and a team from the World Bank. The discussion was presided over by Development Commissioner Anu Garg and focused on the Externally Aided Project (EAP) - Odisha State Capability and Resilient Growth Programme (OSCRGP). This collaborative initiative aims at safeguarding poor and vulnerable households from economic downturns as well as climate-related shocks prevalent in Odisha.

Funding Details of OSCRGP

In July, an agreement was signed between India's central government and the World Bank regarding this programme. The total cost of implementing OSCRGP is estimated around Rs 1,183 crore ($159 million), with state funding contributing Rs 367 crore ($49 million), according to a government official. Approval for this project had been granted by the state cabinet in December of last year.

Effective Implementation Date

The World Bank declared that OSCRGP would be effective starting August 11, 2023. During discussions about expediting the implementation process, Garg emphasized how managing disaster risks effectively could help protect disadvantaged communities from economic hardship brought about by climate change impacts.

Strategic Use of Digital Data

Garg also highlighted how leveraging digital data more strategically could enhance resilience efforts while improving service delivery mechanisms and planning processes within these communities. She noted that EAP would supplement governmental initiatives already underway in areas such as disaster risk management and social protection.
