Why Islamic State in India is similar to Indian Mujahideen

A terror manual states how the use of communication devices must be avoided at all costs – a method followed by the IM. The same was observed during the encounter in Lucknow on March 7

The entry of the Islamic State in India has always been spoken about in intelligence circles. With the police claiming that the blast on the Bihar-Ujjain track was the handiwork of the IS, it must be also noted that the attack bore the signature of the Indian Mujahideen. The use of a pipe bomb, the ideology talk, the conversation with the handler by prime accused Saifullah -- all indicate that these are former Indian Mujahideen men who have joined the IS. It is important here to draw a similarity in the thought process of the IS and the IM. A book titled The Black Flags From The Islamic State is what one must look into to draw the comparison. A reading of the book gives the indication that the same was written by a member of the IM.

There is a specific mention made regarding the use of communication and this appears to be a very IM-styled manner of operating. The manual states that the use of communication devices must be avoided at any cost as it would lead to them being tracked. While the book quotes how the Paris attack was successful because the attackers never used communication devices, one may also recall that this was a similar style in which the IM functioned.

When Yasin Bhatkal was leading the IM, he had instructed that the best way to plan an attack was by communicating with each other on a direct level. Use of mobile phones and emails need to be avoided since they would leave a trail, he had said. Apart from this, the e-book appears to be a desperate attempt to rake up communal sentiments.

Just like the Indian Mujahideen did, there is a lot of Modi in this book as well. IB officials say that it appears to be a desperate attempt on the part of some individual to rake up communal tensions. "There is really no major cause that has been cited in the e-book barring passing references to the Dadri incident. We believe that it could be a member of the IM or its sympathiser who has released this e-book," the officer adds.
