Who Is India’s New RAW Chief Parag Jain? From Operation Sindoor To Top Spy Post

The Appointments Committee of the Cabinet has officially appointed Parag Jain, a 1989-batch Indian Police Service (IPS) officer from the Punjab cadre, as the new chief of the Research and Analysis Wing (R&AW), India's premier external intelligence agency. He will assume office on July 1, 2025, succeeding Ravi Sinha, for a fixed two-year term.

Parag Jain brings with him more than two decades of deep-rooted experience in intelligence operations, having served in some of the most sensitive and high-stakes positions within R&AW. Currently serving as the head of the Aviation Research Centre (ARC), Jain played a pivotal role in 'Operation Sindoor', a critical mission that enabled precise missile strikes against terror infrastructure and Pakistani military targets in Pakistan and Pakistan-occupied Kashmir (PoK). Under his leadership, ARC provided real-time intelligence that significantly bolstered India's counter-terrorism capabilities.

Known in intelligence circles as a "super sleuth," Jain has a reputation for being both methodical and discreet. His extensive operational experience spans multiple conflict zones, most notably in Jammu and Kashmir. He was a key contributor to the formulation and execution of counter-terror strategies and played an active role during the sensitive period surrounding the abrogation of Article 370 in 2019.

In addition to his field roles, Jain has served in diplomatic assignments, representing India in Canada and Sri Lanka. During his overseas tenures, he was instrumental in tracking and neutralizing Khalistani terror modules, ensuring that India's external threats were monitored and countered proactively.

Jain's appointment comes at a critical juncture for India's external intelligence apparatus, amid growing threats from Pakistan-based terror outfits and an increasingly assertive China. With a career built on a unique blend of human intelligence and technical surveillance, Jain is expected to bring both stability and strategic clarity to R&AW at a time of rising geopolitical challenges.

His elevation to the top intelligence post is being viewed as a strong signal of continuity and competence in India's intelligence leadership. Security analysts believe that under his stewardship, R&AW will further sharpen its capabilities to tackle cross-border terror threats, espionage, and hybrid warfare tactics being deployed by adversarial states.

The transition also marks the end of Ravi Sinha's tenure, who is credited with several institutional reforms within R&AW. As Parag Jain prepares to take charge, expectations are high that he will build on this legacy and steer India's external intelligence agency through one of the most challenging periods in recent history.
