Who Are The Rajasthan Brothers Accused Of Buying And Circulating The NEET 2026 Paper For Rs 30 Lakh?

The NEET-UG 2026 paper leak investigation is becoming bigger with every passing day, as investigators uncover how the alleged question paper travelled across multiple states before reaching hundreds of students.

According to investigators, two brothers from Rajasthan's Jamwa Ramgarh allegedly purchased this year's NEET-UG paper from a doctor based in Gurugram for Rs 30 lakh nearly a week before the examination.

The case has now exposed a suspected interstate network involving coaching agents, MBBS students, hostel operators and digital messaging groups.

How The Paper Leak Allegedly Began

Investigators claim that the paper leak chain began around April 26, almost seven days before the NEET-UG examination held on May 3.

According to the probe, two brothers - Mangilal Biwal and Dinesh Biwal from Rajasthan's Jamwa Ramgarh area - allegedly bought the paper from a doctor in Gurugram, Haryana.

Officials suspect the question paper may have originally leaked from a printing press in Nashik before being passed through a network of middlemen and agents.

The Gurugram-based doctor is now emerging as one of the key links in the investigation.

How The Paper Reached Sikar

After allegedly purchasing the paper, one of the brothers reportedly passed it to his son, who was preparing for NEET in Rajasthan's Sikar district.

Investigators believe the paper was later sold to several aspirants on April 29.

Sikar, which has become one of India's largest coaching hubs after Kota, is now emerging as the main centre of the suspected NEET leak network.

Officials say the paper was further routed through an MBBS counselling agent identified as Rakesh Kumar Mandawariya.

Role Of MBBS Counselling Agent Under Scanner

According to investigators, Rakesh Kumar Mandawariya allegedly expanded the network further in Sikar. He reportedly sold the paper for Rs 30,000 to one of his associates - an MBBS student studying in Kerala but originally from Sikar.

The case took another shocking turn after investigators discovered how the paper was allegedly circulated digitally just one day before the examination.

"This Will Come In Tomorrow's Exam"

Officials say the MBBS student allegedly sent the paper to his father, who runs a paying guest (PG) accommodation facility in Sikar.

According to investigators, the message read:

"Papa, a friend from Sikar sent this to me. Please give it to the girls in your hostel. This is what will come in tomorrow's exam."

The father allegedly distributed the paper among female students staying at the hostel before the examination.

WhatsApp And Telegram Groups Used To Spread Paper

Investigators have also found evidence suggesting that WhatsApp and Telegram groups were widely used to circulate the leaked material. Sources claim the paper spread rapidly through coaching circles in Sikar and later reached aspirants in multiple states, including:

• Bihar
• Kerala
• Jammu and Kashmir
• Uttarakhand
• Delhi

Officials believe Sikar became the central hub of a much larger interstate examination leak network.

Gurugram Doctor Emerges As Crucial Link

The doctor from Gurugram is now considered one of the most important suspects in the chain. According to Rajasthan Police sources, the leak may have originated directly from the Nashik printing press before reaching the doctor through a "chain network."

However, the identity of the doctor has not yet been officially disclosed.

Meanwhile, Indian Medical Association Gurugram president Dr. Rajesh Kataria stated that no investigating agency had formally contacted the medical body regarding the alleged doctor connection.

Political Links Also Under Investigation

Initial investigations have reportedly revealed that the accused brothers allegedly knew nearly a month in advance that the paper would leak.
Sources also claim that one of the brothers, Dinesh Biwal, may have links to a political party.

Investigators are also examining claims that four children from the family had cleared NEET last year.

Over 700 Students May Have Received The Paper

Investigators suspect that Rakesh Kumar Mandawariya alone may have circulated the paper to nearly 700 students. The leaked PDF reportedly spread widely online and was even sold in printed form in some places.

Authorities have already arrested Mandawariya from Dehradun.
In Haryana, another accused identified as Yash Yadav has also been arrested for allegedly selling the paper.

NEET-UG 2026 Cancelled Across India

Amid growing evidence and nationwide outrage, the National Testing Agency officially cancelled the NEET-UG 2026 examination held on May 3.

The examination had been attended by nearly 22.79 lakh students across India.
The NTA said fresh examination dates would be announced within seven to ten days.
The cancellation has triggered anger among medical aspirants, many of whom spent an entire year preparing for the examination.

Several students are now demanding that institutions like All India Institute of Medical Sciences conduct the exam instead of the NTA.

CBI Registers FIR In The Case

The Central Bureau of Investigation has now formally taken over the investigation.

The CBI has registered a case under multiple charges, including:

• Criminal conspiracy
• Cheating
• Criminal breach of trust
• Theft
• Destruction of evidence

The agency has also invoked provisions of:

• The Prevention of Corruption Act
• The Public Examination Prevention of Unfair Means Act, 2024

Multiple Teams Sent Across India

The CBI has deployed several special teams to different parts of the country to investigate the network.

The agency will also collect evidence gathered by the Rajasthan Police Special Operations Group (SOG).

According to Rajasthan Police, a chemistry "guess paper" circulated before the examination reportedly contained around 410 questions, out of which nearly 120 allegedly matched the final NEET paper.

Nashik Printing Press Angle Under Investigation

In Maharashtra's Nashik, police have detained one person in connection with the alleged leak. Officials say Rajasthan Police teams are expected to take custody of the suspect for further questioning.

Investigators are now trying to determine whether the paper was leaked directly from the printing process itself or later through insiders in the distribution chain.

Students Demand Accountability

The cancellation of NEET-UG 2026 has once again raised serious concerns over the security and credibility of India's biggest medical entrance examination.
Lakhs of students and parents are demanding strict punishment for those involved and stronger reforms to prevent future leaks.

With the re-exam date still awaited and the CBI probe expanding rapidly, the controversy is expected to remain under national focus in the coming days.
