Shadow intelligence will play a big role in identifying top terrorists and naxalites in India. The Intelligence Bureau will have a dedicated team to shadow top terrorists, their sympathisers and recruiters.
The Union Home Ministry following a security review meeting directed the IB to post shadow intelligence officers to track high value targets both in terrorist and naxal infested areas.
Shadow intelligence is part of the new strategy by the security forces to target or capture high value targets. The job of these officers would be to first identify the big targets. These persons would be shadowed and all possible information gathered. Once done, the high value target would be either captured or killed.
IB officials explained that the process would be to shadow the target. The time taken would depend on the situation. The first aim would be to track the movements and gather all information possible.
When
the
target
becomes
vulnerable,
they
would
be
either
captured
or
killed,
the
officer
explained.
Shadow
intelligence
would
particularly
come
in
handy
while
dealing
with
the
naxal
problem.
These
officers
would
be
deployed
in
states
such
as
Chattisgarh,
Tamil
Nadu,
Kerala,
Andhra
Pradesh,
Odisha
and
Karnataka.
The
move
clearly
signals
the
shift
from
technical
to
human
intelligence.
