West Bengal Governor Queries CM on Shelter Offer to Bangladeshis
West Bengal Governor CV Ananda Bose has requested a report from Chief Minister Mamata Banerjee regarding her statement about offering refuge to people affected by violence in Bangladesh. The Raj Bhavan Media Cell highlighted on X that managing external affairs is the Centre's responsibility. It stated that accommodating individuals from another country falls under the Union Government's jurisdiction.

Governor's Request for Report
The Governor has asked the Chief Minister to provide a detailed report under Article 167 of the Constitution. This report should explain the basis for such a public announcement, which appears to disregard Constitutional proprieties. The Governor also inquired whether any actions are being taken without the necessary approval from the Government of India.
The Raj Bhavan's post on X, attributed to an officer on special duty, included a disclaimer. It stated: "Disclaimer: The contents appearing herein are for the information of the staff of Raj Bhavan and shall not be quoted as statements of Hon'ble Governor."
Constitutional Concerns
The Raj Bhavan Media Cell expressed concerns that a public statement by a Chief Minister about providing shelter to foreign nationals implies a serious Constitutional transgression. It added that such matters should be handled by the Union Government, not state authorities.
Impact on Border Areas
The Governor also sought information on what measures are being taken to ensure that potential immigration does not disrupt normal life in Bengal's border areas or affect the state's demographic balance. This request underscores the importance of maintaining stability and order in regions close to international borders.
The Raj Bhavan emphasized that handling external affairs, including accommodating foreign nationals, is within the Centre's prerogative. Public statements by state leaders on such issues can lead to significant Constitutional implications.
In summary, Governor CV Ananda Bose has called for clarity and adherence to Constitutional norms regarding Chief Minister Mamata Banerjee's comments on offering shelter to those affected by violence in Bangladesh.
