Big Boost For UP Youth: Access Free Professional AI Training Through New IBM Initiative

The Uttar Pradesh government has signed an agreement with IBM Skill Foundation to provide free professional artificial intelligence training to youth enrolled in state skill development programmes. The initiative is expected to cover around 1.5 lakh trainees across 1,000 centres run under the Uttar Pradesh Skill Development Mission and the Deen Dayal Upadhyaya Grameen Kaushalya Yojana.

The move is aimed at improving employability in a job market where digital skills are becoming important beyond the technology sector. The training will be offered to candidates who are already part of skill development courses, giving them exposure to AI tools, workplace use cases and career-oriented digital skills without additional cost.

Free AI training through 1,000 skill centres

According to UPSDM Mission Director Pulkit Khare, the memorandum of understanding with IBM Skill Foundation is expected to help trainees improve their chances of securing jobs. The programme will be implemented through centres linked to UPSDM and DDU-GKY, two major skilling platforms that work with youth seeking employment-linked training.

The AI training is significant because many entry-level roles now require familiarity with digital systems, automation and data-led workflows. For students from smaller towns and rural areas, access to structured training in emerging technology can reduce the gap between formal education and workplace expectations.

The government has also said that the programme will not be limited to classroom-based technical inputs. Employment engagement activities will be organised during the training period to help candidates understand industry practices, job market trends and available career pathways. These sessions are expected to make the training more closely linked to actual hiring requirements.

Placement drives and interview preparation planned

As part of the initiative, mega job fairs and placement drives will be organised for trained youth. The plan includes interview preparation, career workshops and sessions on communication skills, professional behaviour, confidence building and workplace expectations. These elements are often crucial for first-generation job seekers and candidates entering the formal workforce.

The training model seeks to combine technical learning with employability support. Officials believe that exposure to AI and professional readiness can help candidates compete for roles across sectors, including services, manufacturing support, customer operations, office administration and technology-enabled business processes.

During the memorandum signing programme, a workshop titled “AI for Public Service and Good Governance” was also organised at the UPSDM headquarters in Lucknow. Officials and employees were briefed on the use of AI in administrative work and public service delivery, indicating that the government is also looking at AI adoption within governance systems.

For Uttar Pradesh, the initiative fits into a broader skilling strategy focused on employability rather than training numbers alone. Skill development programmes across India have increasingly faced pressure to show stronger placement outcomes. Adding AI modules and industry-linked preparation may help make existing training courses more relevant.

Why AI skilling matters for young job seekers

Artificial intelligence is no longer limited to coding or advanced engineering roles. Basic AI literacy is becoming useful in office work, content handling, customer support, data entry, logistics, retail operations and public services. Workers who understand how AI tools support routine tasks may be better placed to adapt to changing workplace demands.

However, the outcome will depend on implementation quality. Training centres will need capable instructors, updated course material, reliable digital access and regular assessment. Placement support will also need coordination with employers who are ready to hire candidates trained under the programme.

The partnership with IBM Skill Foundation is expected to bring professional content and industry orientation into the state’s skilling network. If implemented effectively, the programme could benefit candidates who may not otherwise be able to access paid AI courses or private digital training platforms.

Basic education push also expanded

Alongside the youth skilling initiative, the state government is expanding learning improvement efforts in council-run primary schools. The Nipun Mission, which was earlier focused on pre-primary classes up to Class 2, will now be extended to students from Class 3 to Class 5 through a set of 10 standards.

The school-level plan will focus on improving classroom environment, regular practice, feedback and assessment. Teachers will track how well children understand lessons, ask questions by name in class, and run catch-up activities for students who are falling behind. The aim is to strengthen foundational learning beyond the early grades.

The guidelines also call for making classrooms safer, more positive and more engaging for children’s social and emotional well-being. Teachers will be expected to increase learning time, encourage discussion, provide independent writing practice and use small student groups for task-based learning.

For mathematics, teaching-learning material will be used regularly to help students understand difficult concepts. Additional Chief Secretary for Basic and Secondary Education Parth Sarathi Sen Sharma has issued orders in this regard. The school initiative and the AI training programme together show a dual focus on foundational learning and future-ready skills.

The AI training partnership will now be watched for its delivery across centres, the quality of training offered and the number of candidates who move into jobs. For the youth already enrolled in skill programmes, the promise is clear: access to professional AI training, employability preparation and a wider view of the changing job market.
