UP Assembly Monsoon Session Highlights Democracy Through Constructive Debates and Participation

The Uttar Pradesh Assembly's monsoon session was marked by active participation and constructive debates, reflecting the true essence of democracy. Speaker Satish Mahana noted the productive discussions involving 193 members, contributing to the vision of a developed Uttar Pradesh.

The recent monsoon session of the Uttar Pradesh Assembly was notable for its constructive debates and disciplined proceedings, according to Speaker Satish Mahana. He highlighted that the session will be remembered for showcasing democracy's true essence. The assembly engaged in a two-day discussion on themes like Viksit Bharat and Atmanirbhar Bharat, enriching democratic traditions and deepening the vision of a developed India and Uttar Pradesh.

During the session, 193 members participated in the debate, including 120 from the ruling side and 70 from the opposition. Among them were 31 ministers and 24 women MLAs. Mahana noted that while some members were satisfied with their opportunity to speak, others were slightly disappointed due to time constraints. The session was brief but productive, functioning for over 31 hours with minimal time lost to adjournments.

Participation and Engagement

The debate saw participation from various parties: 105 from BJP, seven from Apna Dal, two each from Rashtriya Lok Dal and Suheldev Bharatiya Samaj Party, four from Nishad Party, three Independents, 65 from Samajwadi Party, two from Congress, one from BSP, and two from Jansatta Dal. Mahana emphasised that both treasury and opposition benches openly expressed their views, reflecting democracy's beauty.

For the first time, all notices submitted by members were accepted. This change required every notice to be addressed by the relevant department, increasing departmental responsibility and activity. Mahana has been working on innovations in legislative traditions since becoming Speaker in March 2022 to enhance the legislature's dignity.

Innovative Legislative Practices

The session concluded with a rare 24-hour marathon debate on Uttar Pradesh's Vision 2047 document. This discussion aimed to align the state's long-term roadmap with India's development goals for 2047. The assembly's efforts in this session were seen as a positive sign for democracy by effectively utilising over 31 hours of working time.

Mahana remarked that despite its brevity, the monsoon session was highly productive. Only 43 minutes were lost to adjournments during the entire session. He believes this effective use of time is beneficial for democracy. The speaker also mentioned that efforts are ongoing to introduce innovations in every session regarding traditions, conduct, and procedures.

The latest assembly session took place last week in Lucknow. It highlighted how both sides of the house could express their views freely during discussions. Mahana described this openness as a testament to democracy's true beauty. The changes implemented under new rules have made departments more accountable and active.

The assembly's focus on themes like Viksit Bharat and Atmanirbhar Bharat added depth to discussions about India's development vision. These discussions enriched democratic traditions while contributing to a broader understanding of a developed India and Uttar Pradesh.
