Terrorists roam the streets of Kashmir: Counter intelligence operation underway

New Delhi, Oct 3: The terrorists who attacked the 46 Rashtriya Rifles on Sunday night may have infiltrated several weeks back into the Valley. Official sources say that these terrorists were not part of fresh infiltrations.

The intelligence bureau has been reported for quite sometime now that there are several terrorists who are already in the Valley since the unrest broke out in the Valley on July 9, a day after the killing of Hizbul Mujahideen commander, Burhan Wani.

Officials say that the counter insurgency operations in the Valley had been delayed. This is because the security forces were engaged in controlling law and order. Due to the unrest and the security forces being kept busy by the stone pelters, several terrorists managed to slip in.

The stone pelters who are stage managed by the separatists have in fact helped the infiltration of terrorists to a great deal.

Week after week, they issue a calendar of protests and encourage youth to pelt stones. This has kept all the security personnel busy and in the bargain security along the border had been compromised to some extent.

CI Ops:

The Home Ministry has sought to an urgent resolution to the problem. It has given the Intelligence Bureau and the army 15 days time to launch a major counter intelligence operation. The idea behind this operation would be to flush out the militants who are already in the Valley.

The intelligence bureau had reported to the ministry for home affairs that the protests are not dying down because ideologically driven terrorists are now part of the protestors. The violence is not dying down due to these terrorists who are dragging the Valley towards ISIS ideology.

The crux of the problem today lies in the South Kashmir area. IB officials have reported that the epicentre of the violence has been South Kashmir where several militants have slipped in. Eye witnesses have reported terrorists moving around freely with automatic weapons with the protestors.

As per the plan, the IB with the help of the army will launch an aggressive 2 week CI Op. As per this plan, the militants would be identified and killed.

Further the plan would also focus on bringing to a grinding halt the infiltrations which have gone up since the violence broke out in the Valley on July 9.

The Home Ministry has issued a deadline of two weeks to restore normalcy in the Valley. The ministry says that the priority is to ensure that normal life resumes. Curfew will be lifted and the presence of the army will be minimised once the 2 week operation is completed.
