Tahawwur Rana's Extradition Result Of 15-Year Diplomatic Push By UPA: Chidambaram

The extradition of Tahawwur Rana, a major suspect in the 2008 Mumbai terror attacks, is the outcome of more than 15 years of tenacious diplomatic, legal, and intelligence efforts started by the UPA government, senior Congress leader P. Chidambaram said on Thursday. Chidambaram asserts that the current BJP-led government, led by Prime Minister Narendra Modi, cannot take credit for starting or accomplishing any significant advancement in the process and is only benefiting from the foundation established during the UPA's rule.

After the U.S. Supreme Court dismissed his last legal challenge, Canadian national Tahawwur Rana, who was born in Pakistan, is being extradited from the United States. Chidambaram underlined that the extradition shows what India can achieve through persistent diplomatic efforts, careful legal considerations, and international collaboration-without turning to political grandstanding.

According to Chidambaram's statement, the process started on November 11, 2009, when Rana, David Coleman Headley, and other individuals connected to the 26/11 attacks were charged by the National Investigation Agency (NIA) in Delhi. At about the same time, the FBI had already detained Rana in Chicago for his involvement in a foiled LeT plot in Copenhagen, and Canada's Foreign Minister had confirmed cooperation with Indian authorities.

Despite being found not guilty of direct involvement in the 26/11 attacks by a U.S. court in 2011, Rana was found guilty of other terror-related offenses and given a 14-year prison sentence. Using institutional channels and legal tools like mutual legal assistance treaties, the UPA government persisted in its diplomatic efforts in spite of this setback.

Chidambaram also emphasized how the United States sent important evidence to India, which was then included in the 2011 chargesheet of the NIA. Interpol Red Notices were obtained, and non-bailable warrants were issued. Senior UPA officials, including Foreign Secretary Ranjan Mathai and then External Affairs Minister Salman Khurshid, brought up the issue with Hillary Clinton and Wendy Sherman, among other U.S. counterparts, throughout 2012. Headley received a 35-year sentence in early 2013, and Rana was sentenced shortly after.

The ongoing institutional process continued to pursue the extradition request even after the 2014 government change. When a legal team traveled to the United States in 2018 and 2019, they were told that Rana needed to finish his sentence first. India formally requested Rana's arrest in June 2020, following his release on medical grounds. In May 2023, a U.S. court determined that Rana was extraditable under the India-U.S. treaty, with the Biden administration's support.Citing double jeopardy, Rana's legal team appealed the ruling, but all of the appeals were denied.

As a result, on January 21, 2025, one day after President Donald Trump took office, the U.S. Supreme Court rejected his plea. Chidambaram pointed out that Modi and Trump tried to take credit for the development at a press conference in February 2025, but he maintained that it was the consequence of years of diplomatic efforts behind the scenes.

In February, Indian officials verified Rana's involvement in the 26/11 plot, and on April 8, 2025, U.S. authorities formally turned him over to India. "The extradition is a textbook example of how international justice should be pursued-with patience, collaboration, and without politicization," Chidambaram said in closing.
