Sparrow- Modi's tool for a 'corrupt, lazy babu mukth Bharat'

This system is currently adopted to track IAS officers posted at the centre.

It is a well known fact that millions of citizens suffer thanks to lazy, corrupt babus or bureaucrats. In the background, work is quietly underway to rid India of such babus and the Narendra Modi government has taken upon itself to solve the problem as soon as possible.

A few months back Modi's government started an online performance assessment system for the bureaucrats. This works as an effective tool to track performance. The data here is accessible to the ministers in charge of the respective department.

As a first measure, the government began assessing the performance of all officers in the age group of 50 and 55 and those who have completed 30 years in service. On the Probity Portal, the ministers can submit online reports so that the babu in question can be tracked.

In addition to this the government is also using Sparrow- Smart performance appraisal report recording online window. This system makes the appraisal review available for the ministries concerned.

The use of cloud based technology helps in initiating departmental inquiry and also checking the other charges against the officer in question. The documents such as conduct certificate and also the proceedings regarding the inquiry will be stored online. There is also a system in place which gives both email and SMS alerts.

This system is currently adopted to track IAS officers posted at the centre. However over a period of time it will be extended to All India Services officers as well as Group A employees serving in the Central government.

The government has already been cracking the whip on non-performers. A few months back the government prematurely retired 33 tax officers which included seven Group 'A' officers. The government said 72 officers had been dismissed in other departmental/disciplinary actions in the last two years. The Department of Personnel and Training has taken actions like premature retirement and salary cut against 381 officers, 24 of whom were from IAS officers, for non-performance and corruption. A few days 2 IPS officers too were compulsorily retired from service.
