Concerns among some residents about the floor area ratio (FAR) and future allocation of reconstructed flats have caused reluctance to vacate. Many fear that changes in FAR might alter the size and layout of their new homes. "We are urging the remaining residents to vacate their houses as soon as possible so that the floor area ratio FAR clearance process can be completed quickly," Rakesh stated.

Demolition and Reconstruction Plans

The Delhi Development Authority (DDA) is set to reconstruct the apartment complex, planning to add approximately 168 additional flats using the revised FAR. Signature View Apartments, built under a DDA housing scheme launched in 2010, consists of 336 flats across 12 blocks. These include 224 flats for higher income groups (HIG) and 112 for middle income groups (MIG).

Structural issues emerged soon after possession began in 2012, with plaster falling from exterior walls and cracks developing in several pillars, raising safety concerns. The Supreme Court recently declined to entertain a plea challenging a Delhi High Court order that denied a stay on the complex's demolition.

Legal Proceedings and Court Orders

A bench of Justices Sanjay Kumar and Alok Aradhe heard the plea seeking a stay on the high court's interim order from September 17, which allowed the DDA to proceed with demolition. The high court directed the DDA to establish a camp office within two days inside the complex to assist residents with paperwork related to vacating and handing over flats.

The court also instructed that while demolition could continue, the DDA must ensure minimal inconvenience for residents. Residents were given until October 12 to vacate their flats, with a warning that staying beyond this date would be at their own risk.

Collaboration Between Authorities

In December 2024, the Delhi High Court upheld an order by the Municipal Corporation of Delhi (MCD), declaring the structures unsafe and permitting the DDA to demolish and rebuild the complex. A senior MCD official confirmed that both DDA and MCD are working together on vacating and demolishing Signature View Apartments.

Rakesh claimed, "The Delhi Development Authority DDA would reconstruct the apartment complex and plans to add about 168 additional flats by utilising the revised FAR." The collaboration aims to ensure a smooth transition for residents during this process.
