"The government, which came to power last year on the promise of maximum governance, has shown in the last one year that there was no governance," Congress spokesperson Sachin Sawant said.

He cited instances of senior Shiv Sena leader and industries minister Subhash Desai leading a delegation to Governor Ch Vidyasagar Rao and another Sena minister, Ravindra Waikar, writing to the chief minister criticising a decision.

Sena on Wednesday criticised the government's move to scrap an earlier decision to sanction new colleges and divisions.

Waikar, minister of state for higher and technical education, has written to Chief Minister Devendra Fadnavis in this regard. Desai had led a delegation which demanded a reduction in the power tariff for steel manufacturing units.
