SC/ST Representatives in Central Public Sector Banks: Panels Recommendations
A parliamentary panel has recommended the inclusion of SC and ST representatives in selection committees and departmental promotion committees of central public sector banks and organizations, as well as the appointment of SC and ST officials to the Board of Directors of public sector banks.

In a significant move towards fostering inclusivity and safeguarding the interests of Scheduled Castes (SC) and Scheduled Tribes (ST) communities, a parliamentary panel has recommended the inclusion of their representatives in selection committees and departmental promotion committees of central public sector banks and organizations.
Representation in Selection Committees
The panel has emphasized the need for including SC/ST representatives in selection committees and departmental promotion committees (DPCs) to ensure fair and equitable opportunities for the promotion of SC/ST employees in various central public sector banks and organizations. This recommendation extends to state governments, including Tamil Nadu and Maharashtra, underscoring the importance of inclusivity at all levels.
Quarterly Meetings for Grievance Redressal
Recognizing the significance of addressing the concerns and grievances of SC/ST employees, the panel has recommended the convening of quarterly meetings between SC/ST employees' welfare associations and the managements of organizations, bodies, and banks. These meetings will provide a platform for open dialogue and timely resolution of issues affecting SC/ST employees. Additionally, the minutes of these quarterly meetings must be circulated to the concerned SC/ST associations, ensuring transparency and accountability.
Pre-Promotional Training for SC/ST Candidates
To facilitate the career progression of SC/ST employees, the panel has advocated for the provision of pre-promotional training programs. These trainings will equip SC/ST candidates with the necessary skills and knowledge to advance from sub-staff to clerical positions, from clerical to officer Scale-I, and within the officer cadre from Scale-I to II and from II to III in various public sector banks.
Chief Liaison Officers in Disciplinary Committees
To ensure fair and impartial handling of cases related to SC/ST employees, the panel has recommended the inclusion of chief liaison officers of government bodies and organizations in disciplinary committees. This measure aims to provide additional support and representation for SC/ST employees facing disciplinary proceedings.
The recommendations put forth by the parliamentary panel underscore the commitment to promoting inclusivity and safeguarding the rights and interests of SC/ST communities in the workplace.
