The victim's body was discovered on the morning of August 9 in a seminar room within the hospital premises. The permission letter, dated August 10 and signed by Ghosh, directed PWD to renovate a room and toilet adjacent to the seminar hall where the crime occurred. On August 13 evening, hours after a division bench of Calcutta High Court ordered CBI to take over the investigation from Kolkata Police, state PWD staff attempted to begin renovation work. However, massive protests by students within the hospital premises halted these efforts as soon as they started.

Initially, it was believed that an administrative official at RG Kar had given instructions for the renovation under Ghosh's direction. However, accessing the permission letter clarified Ghosh's eagerness to complete the renovation quickly. This has raised suspicions among investigators.
