Jharkhand High Court Orders Ranchi SSP to File Affidavit in Criminal Writ Petition
The Jharkhand High Court orders the Ranchi Senior Superintendent of Police Chandan Kumar Sinha to file an affidavit in a criminal writ petition filed by Subodh Kumar, who was looted of his belongings while returning from the high court on September 29. The court questions the police's inaction and demands information on what action has been taken.
In a significant development, the Jharkhand High Court has directed Ranchi Senior Superintendent of Police Chandan Kumar Sinha to file an affidavit in response to a criminal writ petition. The petition was lodged by Subodh Kumar, who is employed as a clerk by an advocate working in the Jharkhand High Court.

The incident that led to this court order occurred on September 29 when Subodh Kumar was robbed of his belongings while returning from the high court. Following this unfortunate event, he approached Dhurwa police station with an intent to register an FIR against the perpetrators. However, much to his dismay, his request for lodging an FIR was allegedly dismissed by the local law enforcement officers.
Seeking Justice
After being denied help at Dhurwa police station, Kumar decided to escalate matters and proceeded towards filing a written complaint at Ranchi SSP's office. He detailed both the incident and also highlighted how Dhurwa police station had refused to take action on it. Despite making these efforts though, he received no response or support from this higher authority either.
Court Intervention
Frustrated with what seemed like apathy from multiple levels of law enforcement agencies towards his plight, Kumar finally resorted to legal recourse. He filed a criminal writ petition seeking action against those responsible and demanded that Dhurwa police be directed by court orders to register his FIR and initiate appropriate action against those involved in robbing him.
Judicial Response
The case came up for hearing before Justice Sanjay Kumar Dwivedi on Wednesday who questioned why there had been no action taken by authorities so far regarding this matter. In light of these events, he ordered Ranchi SSP Chandan Sinha personally responsible to file an affidavit. The affidavit is supposed to detail all actions that have been taken on this matter and also explain the reasons behind their initial refusal to lodge Kumar's FIR.
Future Course of Action
The case has been scheduled for another hearing on November 7, as stated by Kumar’s counsel Suraj Verma. It remains to be seen how the Ranchi SSP will respond in court and whether justice will finally be served for Subodh Kumar.
In conclusion, this incident raises serious questions about the responsiveness and accountability of our law enforcement agencies. It underscores the need for a more robust system where citizens' complaints are heard promptly and necessary action is taken without delay or reluctance. As we await further developments in this case, it serves as a stark reminder that there are still many hurdles to overcome in our quest for a just society.
