Rajasthan Police Reveals SOP For Quick Protection Of Threatened Couples: What Are The Key Features?

In response to an August 2 directive from the Rajasthan High Court, the Rajasthan Police have introduced a new Standard Operating Procedure (SOP) designed to protect married couples and those in "close relationships" who face threats.

This new SOP aims to ensure that individuals under threat can receive timely police protection.

The SOP, issued by Bhupendra Sahu, Additional Director General of Police (Civil Rights), outlines a streamlined process for couples seeking safety. It allows married couples and those in close relationships to request protection either directly or through a representative or advocate. Upon receiving a complaint, designated nodal officers are responsible for providing immediate interim relief to the affected couples.

Key Features of the New SOP

Under the SOP, nodal officers are required to record statements from couples using audio and video technology under CCTV surveillance. If a legitimate threat is identified, they must provide immediate security. If no threat is found, they must provide clear reasons for their decision.

This measure is part of a broader effort by the state government to address issues faced by couples, particularly inter-caste couples, who experience threats or opposition after their marriage. The Jaipur bench of the Rajasthan High Court had earlier directed the state to enhance protection mechanisms for such individuals. The court highlighted the increasing number of petitions it receives daily from couples seeking police protection, noting that between 15 and 20 such cases are filed each day.

Court's Directive and Future Plans

Justice Sameer Jain, while delivering the order, emphasized the police's constitutional responsibility to protect individuals from threats and harassment by socially dominant groups. The court's directive also includes the establishment of police complaints authorities at both the state and district levels, aligning with a previous Supreme Court ruling from the Prakash Singh case.

This proactive approach aims to address the frequent challenges faced by couples dealing with social opposition and threats, ensuring their safety and upholding their rights to live without fear.
