Taking on the Narendra Modi administration in Gujarat over the latter's claim of economic development, Rahul Gandhi said Gujarat is lagging behind in employment. "40 lakh families are below the Below Poverty Line (BPL), if you have less than Rs 11, you belong to the BPL. Forty per cent people have no drinking water. Two out of one child are hungry and malnourished. Farmers and labourers are suffering. Industries are suffering. Only one investor is doing everything. This is the development model in Gujarat," the Congress leader said.
