DGP R R Swain Exposes Pakistan's Infiltration of Jammu and Kashmir Civil Society

Director General of Police R R Swain stated on Monday that Pakistan had deeply infiltrated Jammu and Kashmir's civil society during the peak of militancy. He noted that mainstream political parties were involved in fostering leaders of terror networks for their own political benefits. Swain made these remarks while addressing students at the Indian Institute of Management.

Pakistan Infiltrates J&K Society

Swain highlighted that it had become common for these political leaders to publicly visit the homes of deceased terrorists and express sympathy for their victims. He pointed out that Pakistan's infiltration was facilitated by regional politics in the valley, which left both civilians and security forces bewildered and fearful.

Infiltration and Political Manipulation

The DGP explained that while eliminating terrorist recruits was permitted, those responsible for recruitment and financing terrorism were often not investigated. He mentioned that Jamiat-i-Islami provided religious and ideological support to terrorists, undermining government efforts to restore normalcy.

Swain revealed that Jamiat-i-Islami's network not only sabotaged government initiatives but also played a significant role in mobilising street protests through its terror finance network. The party systematically vilified the Indian state and its armed forces using false narratives and distorted facts.

False Narratives and Consequences

Swain recounted the incident involving the accidental drowning of two girls, Neelofar and Asiya, in Shopian in 2014. He said this event was hijacked by narrative terrorism, leading to weeks of hartals, arson, and rioting in the valley. A detailed investigation by the CBI, verified by AIIMS forensics, confirmed it was an accident.

The officer claimed that SP rank officers were arrested and jailed alongside terrorists for crimes they did not commit. This situation reflected how mainstream political parties had begun nurturing leaders of terror networks to advance their electoral prospects.

Policy Changes and Current Calm

Swain attributed the current calm in districts to top-level policy changes. These policies have led people to believe that political and economic opportunities are no longer reserved for a privileged few. This shift has contributed to a more stable environment in the region.

Swain concluded by emphasising that Pakistan's successful infiltration into civil society was due to regional politics' complicity. He reiterated that many had mastered the art of "running with the hare and hunting with the hound," leaving ordinary people and security forces confused and frightened.
