NHRC Issues Notices Over Manipur Gunfight That Claimed 13 Lives

New Delhi, December 8: The National Human Rights Commission (NHRC) has taken swift action in response to reports of a gunfight in Leithao village, Tengnoupal district, Manipur, where at least 13 individuals lost their lives. The incident, as reported, raises concerns about the effectiveness of law enforcement agencies and forces deployed to maintain peace and order in the state.
Alarming Loss of Lives
The NHRC expressed deep concern over the reported loss of 13 lives in an area that had remained relatively calm since tensions erupted in Manipur in May this year. The rights panel emphasized that such incidents are alarming and disturbing, necessitating immediate attention and action.
Suo Motu Cognizance and Notices Issued
Taking suo motu cognizance of a media report detailing the gunfight in Leithao village, the NHRC initiated an investigation into the matter. The commission issued notices to the state's chief secretary and the director general of police, seeking a detailed report within two weeks.
Seeking Comprehensive Information
The NHRC's notices call for information on the status of the FIR registered by the police and the steps taken by the state government to prevent such violent incidents from occurring anywhere in Manipur. The commission emphasized the importance of protecting the lives and properties of citizens and promoting fraternity and harmony among communities.
History of Complaints and Concerns
The NHRC highlighted that it has received numerous complaints from individuals, NGOs, and activists since May 2023, alleging human rights violations during incidents of violence in Manipur. These matters are currently being considered by the full bench of the commission and were discussed extensively during a camp sitting in Guwahati, Assam, on November 17. Senior government officials, representatives of complainants, and civil society members were present at the sitting.
Suspected Militants from Myanmar
According to media reports, the village where the gunfight occurred has only nine houses and approximately 120 residents, with no reported casualties among the villagers. Prima facie, there are suspicions that the victims of the violence could be militants from Myanmar, as the nearby hills from Leithao serve as a common route for their entry into Manipur.
