New Government in Jammu and Kashmir Disbands Administrative Council Established by Previous Administration
Following the swearing-in of Chief Minister Omar Abdullah and his five-member council, significant changes occurred in Jammu and Kashmir's governance. The administration promptly revoked several orders that had established an administrative council led by the lieutenant governor. This decision was made in response to a Union Home Ministry notification dated October 13.

The General Administration Department Secretary, Sanjeev Verma, issued a statement confirming the withdrawal of four specific government orders from 2020. These orders, numbered 808, 809, 810, and 811, were rescinded immediately. "It is hereby ordered that Government Order No. 808-JKGAD of 2020 dated 01.09.2020, Government Order No. 809-JKGAD of 2020 dated 01.09.2020, Government Order No. 810-JKGAD of 2020 dated 01.09.2020 and Government Order No. 811-JKGAD of 2020 dated 01.09.2020, alongwith any modification, alteration or addition are rescinded forthwith," Verma stated in his order.
Rescinded Orders and Their Implications
Order number 808 had initially established the Administrative Council under the lieutenant governor's leadership, including his advisors and the chief secretary as its secretary. This structure was part of a broader governance framework for the union territory.
The subsequent order, numbered 809, distributed various portfolios among the advisors within this council. It aimed to streamline governance by assigning specific responsibilities to each advisor.
Order number 810 further empowered certain officers with ministerial powers on specific subjects outlined in two annexures attached to the order. This move was intended to facilitate efficient decision-making within the administrative framework.
The final order, numbered 811, provided a detailed outline for conducting government business under this new governance structure. It aimed to ensure smooth operations within the administrative setup.
Transition to New Governance
The withdrawal of these orders marks a significant shift as Chief Minister Omar Abdullah's government takes charge. The new administration is expected to implement its governance strategies following these changes.
This transition reflects a move towards re-establishing traditional governance structures in Jammu and Kashmir after a period of direct administration by the lieutenant governor's council.
