This development comes after the resignation of Arun Goel and the retirement of Anup Chandra Pandey, creating two vacancies within the Election Commission.

Appointment Process and Timeline
The panel, which includes a Union minister and the Leader of the Congress in the Lok Sabha, Adhir Ranjan Chowdhury, will meet on March 15 to select individuals for appointment as election commissioners. The appointments will subsequently be made by the President of India.
Sources indicate that the appointment of two new election commissioners is expected to be completed by March 15, filling the vacancies resulting from Pandey's retirement and Goel's unexpected resignation. The notice for the meeting was issued on Saturday afternoon, shortly after Goel's resignation was officially announced.
Potential for Additional Appointments
During the meeting, it is anticipated that two appointments of election commissioners will be made, exceeding the initial expectation of one appointment. The March 15 notice refers to the postponed meeting of the committee that was scheduled for March 7 to address the vacancy created by Pandey's retirement on February 14 upon reaching the age of 65.
Resignation of Arun Goel
Just days before the Election Commission is expected to announce the schedule for the upcoming Lok Sabha polls, Arun Goel submitted his resignation on Friday morning. President Droupadi Murmu accepted his resignation on Saturday, and the Union Law Ministry issued an official notification to announce it. This leaves Chief Election Commissioner Rajiv Kumar as the sole member of the poll body.
Selection Process
A search committee led by Union Law Minister Arjun Ram Meghwal, comprising the Home Secretary and the Department of Personnel and Training Secretary, will initially prepare two separate panels of five names each for the two vacant positions. Subsequently, the selection committee headed by the Prime Minister will select two individuals for appointment as election commissioners.
Reasons Behind Goel's Resignation
In response to questions regarding the reasons behind Goel's resignation, sources suggest that personal reasons may have influenced his decision. They dismiss speculations about differences between Goel and Kumar, emphasizing that internal communication records, minutes, and decisions reveal no recorded dissent from Goel. The sources acknowledge that differences in opinion and perception may arise during discussions among seasoned bureaucrats, but these should not be misconstrued as conflicts.
Goel's Absence from Crucial Meeting
Notably, Goel did not attend the critical meeting between the Election Commission and top officials from the Home Ministry and Railways to finalize the deployment and movement of central forces across India for poll duty. Goel, a 1985-batch IAS officer of the Punjab cadre, joined the Election Commission in November 2022. His tenure was set to continue until December 5, 2027, and he was expected to succeed Rajiv Kumar as the Chief Election Commissioner upon Kumar's retirement next February.
Evolution of the Election Commission
Originally, the Election Commission consisted solely of a Chief Election Commissioner. However, it currently comprises the Chief Election Commissioner and two election commissioners. The concept of a multi-member Election Commission has been in operation since October 1, 1993, with decisions made by a majority vote.
