In parallel, the Economic Offenses Unit of the Bihar Police apprehended five individuals involved in the NEET paper leak case, bringing the total number of arrests in the state to 18.

The National Testing Agency (NTA), facing criticism for the cancellation and postponement of several competitive exams, has disqualified 17 students from exam centres in Bihar due to the detection of "malpractices." In total, 110 students have been subjected to similar actions since the controversy surfaced.

Key Points on the NEET-UG Exam Controversy:

1. Low Re-Appearance Rate: Out of 1,563 students mandated to retake the NEET exam due to the grace marks controversy, only 813 showed up for the test on Sunday. The grace marks were awarded by the NTA to compensate for time lost at six centers due to a delayed start of the examination on May 5, leading to allegations of mark inflation. This issue contributed to six candidates from the same centre in Haryana achieving perfect scores of 720 marks, with a total of 67 students nationwide scoring full marks in the NEET-UG exam.

2. CBI FIR Filed: The CBI filed an FIR in the NEET-UG case under sections 20-B (criminal conspiracy) and 420 (cheating). On Sunday, the Bihar and Gujarat governments issued notifications to transfer their respective NEET-UG paper leak cases to the CBI for a centralized investigation.

3. Arrests in Bihar: The Patna police arrested five individuals who had been detained from Deoghar, Jharkhand. The suspects, all residents of Nalanda, include Baldev Kumar, Mukesh Kumar, Panku Kumar, Rajeev Kumar, and Paramjeet Singh.

4. Gang Involvement: Baldev Kumar, linked to the notorious Sanjeev Kumar alias Lutan Mukhiya gang, allegedly received the NEET-UG exam's solved answer sheet in PDF format on his mobile phone a day before the exam. The Mukhiya gang, notorious for orchestrating multiple interstate paper leaks, was identified as the source of the leaked answer sheet.

5. Distribution of Answer Sheets: Baldev and his associates printed the answer sheet for students gathered at a safe house in Patna's Ram Krishna Nagar on May 4. Nitish Kumar and Amit Anand, who were previously arrested, had brought the students to the safe house.

6. Source of Question Paper: The NEET-UG question paper was reportedly obtained from a private school in Hazaribagh, Jharkhand, by the Mukhiya gang, according to the police statement.

7. Evidence of Leak: Investigators recovered a partially burnt question paper at the Patna safe house. The paper was matched with the reference question paper provided by the National Testing Agency (NTA), confirming the origin of the leak.

8. Student Debarment: The National Testing Agency has disqualified 63 students in Bihar for adopting unfair means in the NEET exam. Recently, 30 more students from Gujarat's Godhara and another 17 from Bihar were disqualified, raising the total number of disqualified candidates to 110. An NTA official confirmed the disqualification based on inputs received from investigation reports.

9. Comprehensive CBI Probe: The Ministry of Education has tasked the CBI with conducting a comprehensive investigation into the alleged irregularities, including conspiracy, cheating, impersonation, breach of trust, and destruction of evidence involving candidates, institutes, and intermediaries. The role of public servants will also be scrutinized.

10. High-Level Panel Meeting: A high-level panel set up by the Central government to suggest exam reforms and review the functioning of the National Testing Agency is scheduled to meet on Monday. The panel is led by former ISRO chief K Radhakrishnan.
