Modi and Putin to Discuss Ukraine Conflict's Impact on Global South Countries

The ongoing conflict in Ukraine and the issue of Indian nationals misled into joining the Russian Army are expected to be key topics during Prime Minister Narendra Modi's upcoming visit to Moscow. Foreign Secretary Vinay Kwatra highlighted these points at a media briefing ahead of Modi's visit for the 22nd India-Russia Summit on July 8-9.

Modi-Putin Talks on Ukraine Impact

Since the Russian invasion of Ukraine in February 2022, Modi has engaged in several telephonic conversations with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy. During a meeting at the Shanghai Cooperation Organisation (SCO) summit in Samarkand in September 2022, Modi urged Putin to end the conflict, stating that "today's era is not of war."

Impact on Global South

Kwatra noted that discussions would likely cover how the Ukraine conflict affects countries in the Global South and its implications for regional peace and stability. He said, "You are well aware of what the prime minister spoke when he referred to the ongoing conflict in Ukraine at in 2022 with the Russian president."

The Foreign Secretary also mentioned that issues related to Indo-Pacific developments, which present both opportunities and challenges for India and Russia, might be included in the agenda. He emphasised that regional and global issues are always significant elements of conversations between Modi and Putin.

Indian Nationals Misled into Russian Army

The issue of Indian nationals being misled into joining the Russian Army is another critical topic expected to be discussed. Kwatra stated, "The issue of early discharge of Indian nationals who have been misled into the service of the Russian Army is expected to figure in the discussions." He estimated that around 30 to 45 Indians might have been affected.

Reports indicate that several Indians working as security helpers in the Russian military were forced to fight alongside Russian soldiers near Ukraine's border. Kwatra assured that India has taken stringent actions against those misleading citizens and has successfully brought back ten individuals.

Trade Imbalance and Investment Ties

Trade imbalance remains a priority in discussions with Russia, as Indian exports stand at USD 4 billion while imports are close to USD 60 billion. Kwatra highlighted growing investment ties between India and Russia in sectors like energy, banking, railways, and steel.

Russia continues to be a crucial partner for India's energy security and defence needs. The Kudankulam Nuclear Power Plant units 1 and 2 are operational, with work progressing on units 3 to 6. Defence cooperation between India and Russia spans various sub-domains, including co-production opportunities and supply of spare parts for existing platforms.

India's Stance on G7 Sanctions

Regarding G7 sanctions, Kwatra stated, "We have been in very regular touch with the G7, essentially to protect and progress our national interests." He also addressed reports quoting Putin about using the Taliban as an ally against terrorism, clarifying that India's relationship with Afghanistan remains heavily people-centric.

Kwatra reiterated India's strong stance against misleading Indian citizens into joining foreign armies under false pretences. He assured that efforts continue persistently at every level to address this issue with Russian authorities.

Modi's visit marks his first bilateral trip after being re-elected as Prime Minister for a third consecutive term. Kwatra explained that this visit is a scheduling priority undertaken by India.
