Maharashtra Resident Doctors Suspend Strike After Receiving Assurances on Security
Resident doctors in Maharashtra ended their strike on Thursday after the state government promised to enhance their security. This decision came 10 days after they began their protest, demanding better working conditions following the brutal rape and murder of a trainee doctor in Kolkata. Chief Minister Eknath Shinde assured the doctors that their safety at work would be addressed with utmost sensitivity.

Government's Assurance
The Maharashtra Association of Resident Doctors (MARD), which led the strike after the August 9 incident in Kolkata, announced the end of their agitation following the government's assurances. During the strike, resident doctors refrained from non-emergency medical services at public hospitals across the state, seeking swift justice for the victim's family. Shinde also promised to address demands for hostel availability and regular stipend payments.
Shinde directed a thorough review of security measures for resident medical officers at all state-run medical colleges and hospitals. He instructed authorities to appoint police officers to coordinate these efforts. The administration was also asked to prioritise accommodation and regular stipend payments for resident doctors.
Meeting with Chief Minister
Central MARD and Brihanmumbai Municipal Corporation (BMC) MARD representatives met with Shinde to discuss their various demands. Both associations announced they were ending their strike after receiving positive responses from the Chief Minister. The association leaders made this announcement during a blood donation camp.
Shinde emphasised that resident medical officers provide services without expectation at government-affiliated hospitals. He stressed the need for measures to ensure their security and accommodation, recognising the importance of their work. He insisted that quality service from resident doctors should be matched with good facilities.
Coordination Among Departments
The home ministry, Public Works Department (PWD), and other relevant departments are expected to work together on this issue. Shinde mentioned that there would be constant coordination from the Chief Minister's Office. He asked the PWD and BMC to rent buildings for hostel facilities and review renovations of hostels, toilet blocks, and CCTV camera installations.
The police department was tasked with training staff from various agencies deployed for security at government medical colleges and attached hospitals. The meeting decided on a standard operating procedure for medical officer security, including crowd management and displaying boards about legal actions in case of attacks on medical staff.
Strike Details
The resident doctors began their strike on August 13, halting services such as OPDs, elective surgeries, ward duties, lab services, and academic activities while keeping emergency services operational. Central MARD condemned the rape and murder of the junior doctor at RG Kar Medical College and Hospital in Kolkata, stating it was not just an assault on healthcare personnel but an attack on society as a whole.
Shinde highlighted that when high-quality service is expected from resident doctors, they should be provided with adequate facilities. The home ministry, PWD, and other departments are expected to collaborate for this purpose. Coordination from the Chief Minister's Office will ensure these measures are implemented effectively.
The meeting concluded with decisions aimed at improving security for medical officers. These include managing crowds, especially relatives of patients, displaying legal action boards in case of attacks on medical staff, and amending the 2010 state act regarding assaults on medical officers.
Resident doctors' demands included better workplace conditions following a tragic incident in Kolkata. The government's response has led to an end to their strike, promising improvements in security and working conditions for these essential healthcare workers.
