Jammu and Kashmir: 250 Narcotic Smugglers Face PSA Action in 2023 Crackdown
Jammu and Kashmir witnessed a surge in anti-drug operations in 2023, resulting in the booking of 250 narcotic smugglers under the Public Safety Act. The police, aided by agencies like the Narcotics Control Bureau and Interpol, aim to dismantle narco-terror networks and bring masterminds to justice.
Jammu, December 30: In a significant move to combat the menace of drug trafficking, the Jammu and Kashmir Police have booked as many as 250 narcotic smugglers under the stringent Public Safety Act (PSA) in 2023. This represents a substantial increase compared to the previous year, reflecting the state's intensified efforts to curb the illicit drug trade.
Surge in Narcotic Smuggling Cases
Director General of Police (DGP) R R Swain disclosed that 15 cases of narco-terrorism came to light during the year, underscoring the nexus between drug smuggling and terrorism. In response to this grave threat, the police intend to seek assistance from the Narcotics Control Bureau (NCB) and the Interpol to take legal action against the masterminds operating from various foreign countries, including Turkey.
PSA Detentions and NDPS Act Cases
The number of individuals detained under the PSA for drug-related offenses witnessed a significant rise, with 250 persons apprehended in 2023 compared to 191 in the preceding year. This marks an increase of approximately 31%. Additionally, a total of 2,400 cases were registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act this year, a notable surge compared to the 1,659 cases recorded in 2022.
Legal Actions and Convictions
The police have demonstrated their commitment to combating drug trafficking by filing charge sheets in 1,710 cases under the NDPS Act, resulting in 127 convictions thus far. These decisive actions reflect the state's determination to bring drug offenders to justice and disrupt their illicit activities.
Drug Seizures and Financial Assets
During the course of their operations against narcotic smugglers, the authorities have made substantial seizures of illegal drugs. These include 297 kg of heroin, 330 kg of charas, 63 kg of brown sugar, 6,557 kg of poppy straw, 118 kg of ganja, and 118 kg of opium. Furthermore, a significant amount of financial assets, totaling Rs 10.90 crore, has been seized from the drug traffickers.
Evidence of Narco-Terror Link
The DGP highlighted that the first concrete evidence of narco-terrorism emerged in 2022, dispelling any lingering doubts about the connection between narcotic smugglers and terrorist activities. This revelation has prompted the state to adopt a more comprehensive approach to combating drug trafficking, recognizing its potential implications for national security.
Enhanced Investigation and Collaboration
The investigation of NDPS cases has been elevated to a new level this year, with the State Investigation Agency (SIA) assuming responsibility for probing several major cases. This specialized agency is tasked with exposing the intricate networks and linkages associated with drug trafficking, both within and outside Jammu and Kashmir.
Drug Trafficking Routes and International Connections
DGP Swain shed light on the modus operandi of drug smugglers, revealing that heroin is primarily smuggled from Pakistan and transported to Delhi through a well-organized business model. Under this system, one kilogram of heroin worth Rs 5 lakh upon reaching Delhi is sold for a staggering Rs 1 crore.
The SIA has played a pivotal role in exposing drug trafficking rackets, leading to the arrest of 19 accused individuals from Kashmir, Jammu, and Punjab in one such case. Notably, the mastermind behind this network was not based in Pakistan but operated from Turkey, Paris, and occasionally Canada.
Addressing Cyber Crime
The DGP also drew attention to the growing prevalence of cyber crime, emphasizing that it remains an under-reported issue affecting a significant number of citizens. The police are actively addressing this challenge and working to enhance their response mechanisms to combat cyber-related offenses.
The Jammu and Kashmir Police's intensified efforts to combat drug trafficking and cyber crime demonstrate the state's unwavering commitment to ensuring the safety and security of its citizens. By adopting a multi-pronged approach, including stringent legal measures, enhanced investigations, and international collaboration, the state is making significant strides in disrupting illicit drug networks and safeguarding its citizens from the harmful consequences of drug abuse.
