Install CCTV With Real-Time Recording: CBSE Tells Affiliated Schools
The Central Board of Secondary Education (CBSE) has revised its affiliation guidelines, requiring schools to install CCTV cameras with real-time audio-visual recording capabilities in all areas except toilets. This decision aims to enhance student safety within school premises.
According to CBSE Secretary Himanshu Gupta, "Safety of students is one of the paramount responsibilities of a school and ensure that the students get a safe and cohesive eco-system in the school. The Safety has two aspects- (a) safety from scrupulous unsocietal elements (b) safety for the overall well-being of the children with reference to bullying and other implicit threats."

Enhanced Surveillance Measures
To bolster security, schools must now place high-resolution CCTV cameras at key locations such as entry and exit points, lobbies, corridors, staircases, classrooms, labs, libraries, canteens, store rooms, playgrounds, and other common areas. Toilets and washrooms are excluded from this requirement.
Gupta further explained that these surveillance systems should include storage devices capable of retaining footage for at least 15 days. This ensures that authorities can access necessary recordings if needed.
Comprehensive Safety Approach
The Manual on Safety and Security of Children in Schools by NCPCR defines "School Safety" as ensuring a secure environment for children from home to school and back. This encompasses protection from abuse, violence, psycho-social issues, disasters—both natural and man-made—fire hazards, and transportation risks.
Emotional safety is particularly crucial as it can be challenging for educators and parents to identify emotional difficulties in children. Bullying is a significant concern as it can lead to reduced self-esteem and increased stress among victimized students.
Technological Integration for Student Welfare
Gupta emphasized that vigilant staff combined with advanced technology can prevent potential threats. The amendment in Chapter 4 (Physical Infrastructure) of Affiliation Bye Laws-2018 reflects this commitment by incorporating the new CCTV installation clause.
This initiative underscores the importance of creating a safe educational environment where students can thrive without fear or intimidation. By implementing these measures, CBSE aims to foster a secure atmosphere conducive to learning and personal development.
