India, UK Set Stage for Enhanced Tech Security and Trade with New Initiative

India and the UK have established a significant technology security initiative to enhance collaboration in sectors like telecom, critical minerals, semiconductors, and artificial intelligence. This initiative aims to elevate their strategic partnership. The decision was announced after extensive discussions between External Affairs Minister S. Jaishankar and British Foreign Secretary David Lammy.

Focus on Technology and Security

The new Technology Security Initiative (TSI) will involve government, private sector, academia, and research institutions from both countries. It builds on the India-UK Roadmap 2030, aiming to expand cooperation in critical and emerging technologies. The TSI will cover areas such as quantum computing, biotech, and advanced materials.

During their talks, Jaishankar and Lammy also discussed the migration and mobility partnership to strengthen people-to-people ties. They reviewed the implementation of the India-UK roadmap that seeks to broaden ties in trade, economy, defence, security, climate change, and cultural exchanges.

Defence and Security Cooperation

Both sides agreed to deepen defence and security cooperation in the Indo-Pacific region and beyond. They aim to enhance capacities to address threats from non-state actors. The British Foreign Secretary also met with National Security Advisor Ajit Doval to discuss these matters further.

In their discussions, Jaishankar and Lammy addressed regional and global issues of mutual interest, including the Russia-Ukraine conflict and the situation in West Asia. The Indian side raised concerns about pro-Khalistan activities in the UK, while the British side brought up the issue of Christian Michel, accused in the AgustaWestland VVIP chopper case.

Economic Growth and Trade

The two ministers appreciated the progress made in the India-UK Free Trade Agreement (FTA) negotiations. They expressed hope for an early conclusion of a mutually beneficial deal. Prime Minister Narendra Modi reiterated India's commitment to strengthening ties with the UK during his meeting with Lammy.

A new £7 million funding call for future telecoms research was announced by UK Research and Innovation (UKRI) and India's Department of Science and Technology. This initiative will focus on Open RAN systems, telecom security, and spectrum innovation.

That's why three weeks into the job, I am in Delhi announcing a new Technology Security Initiative to deliver on the promise of the UK-India relationship." Jaishankar described his talks with Lammy as "productive and engaging" in a post on X (formerly Twitter). He noted the potential to advance the India-UK Comprehensive Strategic Partnership across various sectors including trade, defence, education, IT, digital space, culture, mobility, and people-to-people ties.

Future Prospects

The TSI aims to create a framework for a broad UK-India semiconductor partnership. This partnership will leverage each other's strengths in research and development as well as supply chain resilience. The initiative is expected to drive economic growth by deepening cooperation across key issues such as trade, technology, education, culture, and climate.

Jaishankar emphasised the importance of realising the potential of India-UK relations meaningfully. He stated that both countries have a significant global presence and should work together on global issues through international platforms.

The collaboration under TSI is expected to include joint research on future telecoms focused on Open RAN systems. It will also explore possible research partnerships along the entire critical minerals value chain including exploration, processing, and manufacturing.

The British readout mentioned that this first-of-its-kind agreement builds on existing partnerships between governments, industry, and academia from both countries. It highlighted that NSAs would ensure that UK-Indian critical technologies' collective potential is harnessed effectively.

By focusing on critical sectors like telecoms and semiconductors, both nations aim to foster mutual growth and innovation while addressing global challenges collaboratively.
