Cabinet Greenlights PMGSY-IV for 62,500 km of Rural Roads Construction

The Union Cabinet has given the green light to the fourth phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY-IV), aiming to construct 62,500 km of rural roads. This initiative will provide all-weather connectivity to 25,000 previously unconnected habitations. The approval was granted during a meeting chaired by Prime Minister Narendra Modi.

Financial Allocation and Timeline

The PMGSY-IV is set to be implemented from the financial year 2024-25 to 2028-29. The total budget for this phase is Rs 70,125 crore, with the central government contributing Rs 49,087.50 crore and the states providing Rs 21,037.50 crore. This substantial investment will facilitate the construction and upgrading of rural infrastructure.

The scheme targets habitations with populations exceeding 500 in plains and over 250 in Northeast and hill states, Union Territories, and special category areas. For districts affected by Left Wing Extremism (LWE), habitations with populations over 100 will be included, based on Census 2011 data.

Socio-Economic Benefits

The development of these all-weather roads is expected to significantly boost socio-economic growth in remote rural areas. These roads will connect nearby government educational institutions, health centres, markets, and growth hubs, enhancing accessibility for local residents.

Officials have noted that new settlements have become eligible for the scheme due to population growth. Additionally, the road construction efforts are projected to generate 40 crore human days of employment, providing a substantial economic boost.

Innovative Construction Techniques

PMGSY-IV will incorporate international standards and best practices in road construction. Techniques such as cold mix technology, waste plastic usage, panelled cement concrete, cell-filled concrete, full-depth reclamation, and the use of construction waste like fly ash and steel slag will be employed.

The planning for road alignment under PMGSY-IV will be conducted through the PM Gati Shakti portal. This tool will also assist in preparing detailed project reports (DPRs), ensuring efficient and effective project execution.

The official statement highlighted that bridges required along the alignment of these all-weather roads would also be constructed. This comprehensive approach aims to ensure seamless connectivity across various terrains.

As part of this initiative, habitations with increased populations have been included in the scheme's scope. This expansion reflects the evolving demographic landscape and aims to address emerging connectivity needs effectively.

The implementation of PMGSY-IV underscores the government's commitment to enhancing rural infrastructure and connectivity. By providing reliable road networks, this scheme aims to transform rural areas and improve the quality of life for residents.
