New Delhi, Nov 18 Kala Utsav 2016 was inaugurated by Minister of Human Resource Development Prakash Javadekar on the 15th of November.

The minister had said that the participants had come there as artists and not as students.

The event had competitions in four segments of ar forms and during the closing ceremony the winners will be given awards by the minister.
