Haryana Announces 8% Salary Hike for Over 1.19 Lakh Employees
Haryana Chief Minister Manohar Lal announced an 8% salary increase for over 1.19 lakh employees in levels 1, 2, and 3, effective from July 1, 2024. This announcement was made during a meeting with various labour unions and employees of Haryana Kaushal Rojgar Nigam (HKRNL) on Monday.
MLA Mohan Lal Badauli, Sita Ram Yadav, and Laxman Singh Yadav were also present at the meeting. The Chief Minister highlighted that the employees have been hired transparently under HKRNL. There are currently 71,012 employees in level-1, 26,915 in level-2, and 21,934 in level-3.

From July 1, 2024, salaries will increase in different district categories. In category-1 districts, level-1 employees will see their salary rise from Rs.18,400 to Rs.19,872, level-2 from Rs.21,650 to Rs.23,382, and level-3 from Rs.22,300 to Rs.24,084.
In category-2 districts, level-1 employees will get a salary increase from Rs.16,250 to Rs.17,550, level-2 from Rs.19,450 to Rs.21,600 and level-3 from Rs.20,100 to Rs.21,708. Similarly, in category-3 districts, level-1 employees will see their salary rise from Rs.15,050 to Rs.16,254, level-2 from Rs.18,300 to Rs.19,764 and level-3 from Rs.18,900 to Rs.20,412.
The Chief Minister stated that casual employees hired under the previous Congress government’s outsourcing policy were exploited by contractors who did not provide EPF or ESI benefits. He mentioned that the state government has now created a system to protect these employees through the formation of Haryana Kaushal Rojgar Nigam.
He added that under the new system, employees now receive timely salaries along with EPF and ESI benefits. The government also stands by employees in case of accidents during their tenure.
Benefits for Youth and Marginalised Communities
The Chief Minister noted that the HKRNL has also benefited youth from Scheduled Castes and Backward Classes by providing employment opportunities under the Deployment of Contractual Policy.
Principal Secretary of Labor Department Rajiv Ranjan and Labor Commissioner Maniram Sharma attended the meeting along with Chief Minister's Political Advisor Bharat Bhushan Bharti and Ashok from Bharatiya Mazdoor Sangh's Haryana unit.
The Chief Minister emphasised that any skilled manpower required by departments or private establishments is now provided through Kaushal Rojgar Nigam.
The meeting underscored the government's commitment to ensuring fair treatment and timely compensation for all employees under HKRNL.
