Gujarat Government's Bold Move: 27% OBC Reservation in Local Bodies Now Law
The BJP-led Gujarat government has passed a new law, increasing the reservation for Other Backward Classes (OBCs) to 27% in local governmental bodies. This move comes after the recommendation of the Zaveri commission.
The Bharatiya Janata Party (BJP) government in Gujarat recently passed a bill earmarking 27 per cent of seats in local bodies for Other Backward Classes (OBCs). The move, which increases the OBC reservation from its previous 10 per cent, applies to panchayats, municipalities and civic corporations. This significant development occurred on Friday, September 15th.
Amendment Bill Passed Amidst Protest

The Gujarat Local Authorities Laws Amendment Bill 2023 was successfully passed through a majority voice vote. However, this did not occur without resistance. All seventeen Congress Members of Legislative Assembly (MLAs), including Congress Legislative Party leader Amit Chavda and senior MLA Arjun Modhwadia, staged a walkout in protest against the proposed bill. They demanded higher ratio of reservation and the tabling of a report by the commission led by former Supreme Court Justice KS Zaveri.
Previous Announcement and Basis for Decision
Prior to this legislative action, on August 29th, the BJP government had announced their intention to introduce this increased quota system. Their decision was based on recommendations made within a report submitted by the Zaveri Commission. The state government’s move is seen as an attempt to ensure greater representation for OBCs within local governing bodies.
Changes to Existing Legislation
To facilitate this increase from 10 per cent to 27 per cent OBC reservation in local bodies, it was necessary for the state government to amend certain provisions related to reservations within existing legislation. These include The Gujarat Provincial Municipal Corporation Act of 1949; The Gujarat Municipalities Act of 1963; and The Gujarat Panchayats Act of 1993.
Further Implications
This change will also apply to areas that fall under the Panchayats Extension. However, it is currently unclear how this will be implemented in these regions and what impact it may have on the local governance structures.
In conclusion, the BJP government's move to increase OBC reservations within Gujarat’s local bodies represents a significant shift towards greater representation for backward classes within local governing bodies. Despite protests from Congress MLAs demanding even higher reservation ratios, the bill was successfully passed through a majority voice vote. This development marks a crucial step in ensuring more equitable representation at the grassroots level of governance.
