Government Flags Grok AI for Creating Obscene Content, Seeks Compliance Report
The Centre has raised alarm over alleged misuse of X’s Grok AI tool to generate obscene content against women, and has warned the platform of serious legal fallout. The Ministry of Electronics and Information Technology has asked X Corp to explain its actions and show compliance with Indian digital safety laws.
According to the ministry, users are reportedly using Grok to create synthetic photos and videos that sexualise women and insult their dignity. Officials said such behaviour normalises harassment, encourages online abuse, and weakens legal efforts that aim to protect privacy and safety on social media platforms.

MeitY notice to X Grok AI over alleged misuse
The notice from MeitY stated that X Corp has failed to meet statutory due diligence requirements laid down in the Information Technology Act, 2000 and the IT Rules, 2021. The platform has been ordered to submit an action taken report within 72 hours, detailing steps taken so far and full compliance measures.
The ministry has also asked X to clearly spell out the role and actions of the chief compliance officer, and to confirm adherence to mandatory reporting duties under the Bharatiya Nagarik Suraksha Sanhita, 2023. Authorities stressed that X must support investigations while ensuring evidence is preserved properly.
MeitY directed X to run a deep review of Grok’s technical systems and governance processes so that unlawful content cannot be generated or circulated. The ministry said Grok should apply strict user rules, including suspension and permanent bans, and must delete all offending posts quickly without changing or hiding digital traces.
Officials have warned X that any failure to meet these directions may remove the platform’s safe harbour protection under Section 79 of the IT Act. MeitY said this could expose the company to action under several Indian laws, including the Bharatiya Nyaya Sanhita, the Indecent Representation of Women Act, and the Protection of Children from Sexual Offences Act.
| Law | Area of concern |
|---|---|
| Information Technology Act, 2000 | Intermediary due diligence duties |
| IT Rules, 2021 | Content moderation and compliance |
| Bharatiya Nagarik Suraksha Sanhita, 2023 | Mandatory reporting obligations |
| Bharatiya Nyaya Sanhita | Criminal offences and penalties |
| Indecent Representation of Women Act | Obscene portrayal of women |
| POCSO Act | Protection of children from sexual content |
Political response to MeitY notice to X Grok AI
The ministry’s move follows a complaint from Shiv Sena (UBT) MP Priyanka Chaturvedi, who had written to Electronics and Information Technology Minister Ashwini Vaishnav. Chaturvedi sought urgent government intervention so that X builds strong safety features into AI tools like Grok, with a clear focus on women’s security.
In the letter, Chaturvedi said a disturbing pattern has grown on social media, especially on X. She wrote that men are allegedly using fake profiles to upload women’s photos and then feed prompts to the Grok AI tool that reduce clothing and sexualise those images.
I would take this opportunity to thank Hon IT Minister for promptly taking note of my letter and for issuing a letter to X platform in the regard of AI led grok generating problematic content of women based on prompts that disrespect woman's dignity and violates their consent,... pic.twitter.com/kEb1HameMn— Priyanka Chaturvedi🇮🇳 (@priyankac19) January 2, 2026.
"It is not just limited to sharing photos through fake accounts but are also targeting women who post their own photos. This is unacceptable and gross misuse of an Al function. I write to you as an active member of the Standing Committee on IT & Communication to urge you as a minister to take this up strongly with X to ensure safeguards are built in their AI apps to make the platform a safe space for women," Chaturvedi said.
Chaturvedi added that “What is worse is that Grok is enabling this behaviour by adhering to such requests, Chaturvedi said.” The MeitY notice has also been copied to other ministries, national commissions, and state agencies, signalling a joint focus on AI-linked obscenity and the responsibilities of large online platforms in India.
