Cabinet Approves Continuation of Flood Management and Border Areas Programme
The Cabinet has approved the continuation of the Flood Management and Border Areas Programme (FMBAP) for the period 2021-2026, with a total outlay of Rs 4,100 crore. The program aims to address critical flood control and anti-erosion measures.
In a significant move to address critical aspects of flood control and anti-erosion measures, the Union Cabinet has given its nod to the continuation of the Flood Management and Border Areas Programme (FMBAP) for the period 2021-2026. This comprehensive programme aims to mitigate the impact of floods and erosion, ensuring the safety and well-being of communities in vulnerable areas.

Key Components of FMBAP
The FMBAP comprises two vital components: the Flood Management Programme (FMP) and the River Management and Border Areas (RMBA) component. With a robust total outlay of Rs 4,100 crore allocated for the next five years, the programme demonstrates the government's commitment to addressing flood-related challenges.
Flood Management Programme (FMP)
The FMP component of FMBAP, with an outlay of Rs. 2940 crore, will provide central assistance to state governments for undertaking critical works related to flood control, anti-erosion, drainage development, and anti-sea erosion. This assistance will empower states to implement effective measures to safeguard their communities from the devastating effects of floods and erosion.
The funding pattern for the FMP component follows a 90:10 ratio for Special Category States (eight North-Eastern States and Hilly States of Himachal Pradesh, Uttarakhand, and UT of Jammu & Kashmir) and a 60:40 ratio for General/Non-Special Category States. This differentiated funding structure ensures that states with unique geographical challenges receive the necessary support to manage flood risks.
River Management and Border Areas (RMBA) Component
The RMBA component of FMBAP, with an outlay of Rs. 1160 crore, will focus on flood control and anti-erosion works on common border rivers with neighbouring countries. This includes hydrological observations, flood forecasting, and investigation and pre-construction activities of joint water resources projects with neighbouring countries. The central government will provide 100 percent assistance for these activities, recognizing their significance in maintaining harmonious relations and ensuring water security.

The decision to continue the FMBAP underscores the government's proactive approach to addressing the challenges posed by climate change. The increased incidence of extreme weather events in recent years has highlighted the urgent need for robust flood management strategies.
