Five states skip national assessment survey
Five states ruled by non-BJP parties, including Delhi and West Bengal, have skipped the first State Educational Achievement Survey conducted by national assessment regulator PARAKH.
In a significant move to evaluate the educational landscape in India, the Performance Assessment, Review, and Analysis of Knowledge for Holistic Development (PARAKH), an organization under the NCERT, has conducted its first-ever State Educational Achievement Survey. However, five states governed by non-BJP parties, namely Delhi, West Bengal, Chhattisgarh, Odisha, Punjab, and Rajasthan, opted out of participating in this comprehensive assessment.
Identifying Areas for Improvement

The primary objective of this survey is to identify areas that require improvement in school teaching and learning. By assessing educational competencies among students at the block level in grades three, six, and nine, the survey aims to understand the baseline performance in foundational, preparatory, and middle stages of education. With the participation of approximately 80 lakh students from three lakh schools across 5,917 blocks nationwide, along with 6 lakh teachers and over 3 lakh field investigators, this extensive survey holds immense potential to provide crucial insights into the strengths and weaknesses of the education system.
Scientific Assessment Tools
To ensure the accuracy and reliability of the assessment, scientific procedures were employed in designing the tools used to evaluate students' competencies. The assessment methodology utilized a paper-pen-based approach with OMR technology for data capture and analysis, facilitating precise and efficient data acquisition and validation.
Evidence-Based Policymaking
The successful execution of the State Educational Achievement Survey 2023 will offer valuable insights into the education system's strengths and potential areas for enhancement, particularly in language and mathematics. These insights will serve as the foundation for evidence-based policies and initiatives aimed at enriching the quality of education for students. School Education Secretary Sanjay Kumar emphasized the significance of this survey in shaping future education policies and highlighted the strategic shift from the district to the block level to cater to a larger number of students and gain a deeper understanding of their performance.
