EC Rebuts AAP’s Claim, No Voter List Deletions Without Form 7 Submission

Chief Election Commissioner Rajiv Kumar, in a firm rebuttal on 07 January 2025, dismissed all allegations of voter list tampering in New Delhi, emphasizing the Election Commission's commitment to maintaining a transparent and secure electoral process. During a press conference to unveil the Delhi Assembly polls schedule, Kumar detailed the comprehensive measures in place for managing the voter rolls, highlighting the stringent verification protocols, the transparent manner in which names are added or removed, and the consultative approach with political entities.

Kumar addressed concerns raised by Delhi Chief Minister Atishi about potential voter list manipulation in the New Delhi Assembly constituency, aimed at influencing electoral outcomes. Kumar criticized the timing of such claims, noting they tend to surface around election periods, which he believes could mislead the public and erode confidence in the electoral system. He assured that the Election Commission's diligent procedures eliminate any possibility of list tampering, thereby safeguarding the election's integrity.

The integrity and fairness of the electoral system were further emphasized by Kumar, who refuted the notion of unauthorized modifications to the voter registry, such as arbitrary deletions or inclusions. He underscored that the Election Commission operates under strict guidelines, requiring detailed documentation, on-the-ground verification by booth-level officers (BLOs), and a chance for individuals to contest changes. This process, according to Kumar, ensures that every alteration to the voter list undergoes rigorous scrutiny.

In tackling specific allegations of voter list tampering, Kumar outlined the meticulous approach taken for adding or removing names. Additions are verified extensively by BLOs, whereas removals, especially those exceeding a 2% threshold at any polling station or due to death, necessitate additional cross-verification and documentary evidence, such as certified death certificates. Furthermore, a period is allocated for public objections following online publication of the notices, reinforcing the system's transparency and accountability.

Kumar also shed light on the Election Commission's efforts to foster an inclusive and transparent relationship with political parties. Regular meetings with party representatives, the publication of weekly updates on claims and objections, and the availability of draft and final voter rolls on the commission's website exemplify this open approach. Moreover, the process allows for the appointment of booth-level agents by political parties and involves them in the rationalization of polling stations, ensuring a collaborative effort in the electoral preparation.
