The issue came to light during a recently conducted competency examination for contractual teachers. It was discovered that there were instances of more than one person teaching at different schools against the same roll number. As part of the investigation, the education department conducted a thorough verification of the documents submitted by the contractual teachers for the competency test. This process revealed approximately 1,200 duplicate teachers, indicating a systematic problem within the system. The discrepancies in roll numbers and other documentation raised serious questions about the legitimacy of these individuals' appointments.
Competency Test and Government Employee Status
The competency examination serves as a crucial step for contractual teachers in Bihar. Around 3.5 lakh contractual teachers across the state, who have been teaching in government schools for several years, stand to gain government employee status upon successfully clearing the test. The test provides five chances, both online and offline, for teachers to demonstrate their competence. Those who fail to clear the test will be removed from service.
Discussion of the Issue at High-Level Meeting
The detection of 1,205 duplicate teachers was discussed at a high-level meeting chaired by K K Pathak, Additional Chief Secretary of the Education Department, on March 5. The meeting minutes revealed that Nawada district topped the list with 79 such instances, followed by Muzaffarpur with 58, Gaya and Darbhanga with 56 each. Duplicate teachers were also found in Patna, Samastipur, Banka, Jehanabad, Siwan, Nalanda, Begusarai, Araria, and Jamui.
Physical Verification and Action Against Offenders
The education department plans to summon the duplicate teachers for physical verification soon. Strict action will be taken against those found involved in illegal practices. The department is committed to maintaining the integrity of the education system and ensuring that only qualified and legitimate teachers are employed in government schools.
